tion which is often asked, and we allow our
contemporary to give a reason why it is

The Laurena ville Herald*, in this oonneo
lion, says :

own State, more than any other of the entire
sisterhood of tbs South, is irredeemably un?

Co-operative lcd ac at lon.
Germany, which io the walks of general
literature and philosophical criticism, has
done so much for civilization, has now
in successful operation in the Town of
Renttingen a self supporting co-operative
industrial school, upon a system which, it
appears to us, might be adopted with ad
vantage in this cou m ry.
The institution was opened in 1834 by
H rr Werner, tho son 6*Pr"he Finanoe Min?
ister, the object being to show the possi?
bility of using the work of poor and desti?
tute children as a oapital for making such
institutions self supporting. The institu?
tion had many troubles; bot in .1840 Herr
Werner was able to buy four cowa and io
rent some land. It was a favorite idea of
'he founder not only to give his pupils the
opportunity^ seeing different occupations
and to choose freeiy from them, but also to
keep them, from laurteen to eighteen, out
of the way of the temptations of large cities.
Outside children were, therefore, admit?
ted; but they were obliged to pass a full
year at probation and to remain four years
as apprentices.
In 1857 Herr Werner founded a paper
mill and a Credit Institution, in which every
one belonging to the institution could take
a shire. The next year there wae a fam
lae, ?nd s large Dam ber of children wei?
taken into th? institution for a stipulated
sum paid by the community. A water mill
was then bought, and a farm of 800 acres,
with 36 oxen, 10 horses, cattle and sheep,
was conducted entirely by two men and
theso children. The farm was very profit?
able, while the paper mill, with the help of
twenty workmen and one hundred girls,
made every day about twenty hundred
weight sf beautiful paper.
The mother house contained the differ?
ent bureaux under the care of ten persons;
the needlework department with forty girls,
the tailor and show workshops with from
thirty to forty. The Gotta H?lfe (God's
help) contained the ohuroh and sohool rooms
for four hundred boys, the dining rooms
and the sleeping rooms for the boys and
workmen.
This institution is now both large and
rich. The knitting and crotchet work and
net work of the girls is Bold for from thirty 1
to sixty thousand florins a year. There is
a cotton mill, a wool factory, a chemical la?
boratory, a kinder garden, a hospital, a
bank, a ribbon faotory, machine, black?
smith's and shoemaker's shops, a furniture
'factory, a tannery, a school of design and
engraving, large steam works and two thou?
sand sores of land. There are 900 ohil
dren ff om ten to twenty years of age, and
680 adults, in 23 different establishments,
entirely self- supporting. The oap ital build?
ing, although the work was all done by
members of th? institution, cost $200,000
AU this is guided by one head. All this is
the work of one man, backed by the sup?
port and confidence of the whole town in
which he lives.

the idea, but when he was presented with tbe
Radical ticket and read over the list of names,
he respecttully bowed ont, exiiaiming : "I
" don't know 'bout gitin' dem mea to do dat
"job for me." He refused to vote and went
hume.
The Lancaster Ledger eaya that all the igno?
rant colored voters were informed bv the lead?
ers of tbe party, that the emotion was to give
them a mule and land. When will the colored
men learn wisdom by experience ?
Wc ABS informed that a convention of the
County Commissioners was held in Columbia
a few weeks afro. The <bjsot was to consider
the present township law, with its great and
unequal burthens, and to memorialize the
L?gislature, asking a repeal of the law. This
is a move in the right direction. If the County
Commissioners are in earnest, let thom recom?
mend ??fat tne old system of assessing and col?
lecting taxes be again adopted. In this con*
neotion, the Lancster Ledger says: "The
"salaried office**ef Coan ty Camaiissioner are
" conceived to be equally unnecessary and bur
" densome to the people. The experience of the
" past shows tbat competent, efficient commis -
" stoners may ba obtained for all necessary pur
"poees in connection with the roads and
"bridges, buildings, the poor and schools,
'. wiihout taxing the people to pay such cern
? missioners."
TBZBZ ie a general complaint that the ne?
groes are not made to nay taxes on thtir prop?
erty. This complaint is a foolish one. The
ne ?roes are free from tax because they are not
white men, because they are Badica's, and be?
cause they will be wanted one of these days to
vote again for Scott, Bowen and the Mackeys.
Considering the dirty character of the woik to
be done, the price is not bmb.
