Tho Committee of tho Chamber of Com? merce, to whom waa referred the subject of examining the Beaoh or Sullivan's Island Channel, report that the greater part of the channel shows a mean low. water depth of | over thirteen feet, and that with some little dredging this ohannel can easily be made . the 8afeat and shortest out rano o and outlet to the port of Charleston. The co ram itt ce recommend that application bo made to the Treasury , Department to have a survey made, and an estimate taken of the expense of dredging the ohannel and of removing thc wreokB whioh lie in it, so that Congress may be memoralized for au appropriation to oovor the whole.expense. Snob a memorial, supported aa it would be by the whole Slate, would doubtless be successful, bat, as the memorial cannot be presented until the oost of the work to be done is ascertained, it seems to as tbat it would be better to ap? ply to City Counoil to have the neaessary surveys made at once, at the expense of the oity. Red tape in the departments would eau se a long delay, and Congress might have adjourned before the survey waa oom ploted. It, however, the work be put in hand at once by the city, we shall within a short time know what it will oost to obtain and maintain a depth cf] twenty feet at high water in tho Beaoh Channel. And, in this oonneo-tion, it has auggeetr-i itself lo us that it will not be well to contine the survey to ont? ohannel only. The greatest depth of water expeoted to bo obtained in the Beaoh Chan nel is about twenty feet. This must do, if wo cannot do better; but it seoma to us that the Main Ship Channel, also, Bbould be carefully surveyed for the purpose of as? certaining whether wa nannnt have at tbat point as muoh as twenty five feet of water. Ax the same time, detailed information might bo obtained from Europe concerning tb? ?haraoto" ?as?*aW*** vr a?.^!?, deepening work done in Englieh ports, a work to wbiob deepening our ohannel to twenty Uva fuel would be a bagatelle. In this way we should be dealing with bard faots, and should have beforo us the reoords of what others have done nuder oiroum stances more embarrassing than our own We have not been able, BO far, to giv?? thi - important subject all the attention it merita but, it app ears to us, the wisest aourae is to bugin the survey without delay, to have both the Main 8hip Channel and the B-uch Channel surveyed, and to obtain from Ea rope all the information in regard to similar ! undertakings whioh ia in any way aoosB sible.- The expense will not be great, and if wo ventare nothing we otnnot win the high prit a in the mighty gnmt of oommeroe A Sew Material for Paper. Some very Interesting experiments have been in progress at the Ciokassabogue Pa? per Mills, near Mobile, as we learn from the Mobile Rpglsier, under the dlreot au pervlsion of Dr J B R?ad, of Tuscaloosa, well known as the inventor of the Reed Shell which bas rendered tho Parrott gab so efieotivs an engine of destruction in war? fare. Several years since, when the ?ost .nd aoareity of rags rendered it important to discover some material which might be substituted in whola or. in part for raga waa the subject of mnob thought and in ves . ligation, the idea ooourred to ."thia gentle? man that the okra slant, belonging to the family of tbe cotton plant, and containing a good deal of exoellent fibre, ' might be ad? vantageously used in the manufacture of paper.' WUb bim, to.thlitk wae.to ?ot, and he at onoo commended a aeries of experi? ments with s view to subj, 0i the theory to a pr aa lio al lest Obtaining a small boiler, capable of bearing s considerable Bteam preiaurej and gathering a few ?talks as they were left in bis garden, he o m m en ced bia work with the patience, labor and perse? verance whioh seem lo belong in a high de? gree to inventors, and are essential to their success. The experiments tfrus far made demon? strated tho foot that gond brown pupo, oould be made of okra; but it remained to show that thia material could be bleaobed to safnoient whiteness to make it svailablo for printing or book papare, and if 80, at what oost la comparison with rsg or other material To decide by actual teat, tula important question waa tbs objfot of tbs investigation at the Gbiokasaabogue Milly io Whioh we have referred. ] The experi? ments were oonotuded, and tb? result ls rmjnently gratifying to thoa? engaged in j them, and is of particular lniefest to the pma, dealers In and! manufacturera of j P^P^jgeperally, and' to farmers wd g .r deners In tho South within reasonable du. tarices of pap^r mills. lathe opinion of tbe progress of the work from the cutting o' the dry alalka of okra to the prod no lion ot paper from the machine, the foll o'* in g pointa may be"'regarded as e.tabllahed : *< 1 Okra require* bat Util*- handling to prepare for bolling, 'li i-eadlly poised .brough th? flatter, needs no .ortlYf, and the entir? plant is available from the root to th? pod. 2 It is easily bolled, If well oared, re? quires cniy time to redaoe it, and may be washed and beaten ready for the machine in about half the time required for prepar? ing rag stock, thus largely increasing the produotire oapsoity of the mill without ad? ditional machinery. 3. When properly boiled lt yields readily to tho aelionofohemioals aud eau be bleach? ed at no greater expense than ordinary rags. 4. The pulp works aa freely and smoothly on tho maohine as any othor fibre-dooa not atiok to metallio prosa rolla like atraw and wood, eren when working pure okra pulp, driea readily, and oan be run aafely at the highest apeed of the maohine. 5. The paper made here from it ia very alrong, tough and elastic-better in those respect*, when made entirely of okra, than either atraw or wood pulp when mixed with fily por cont or more with rags. It has none of tho brittlenesa and hardness BO ob jnctionnblo in straw papers, and may be u'.jented to strong friotion by rubbing be? tween the tbumh and fingers, or between the hands, and will open out smoothly and soft aa a gio vu. 0. It wlli make an excellent substitute to mix with other fibrea in the beating en? gines, and is of itself a superior hand stook. 7. Whether worked pure or mixed with rags it makes a paper entirely free from the objeotion justly raised by the printer against straw and wood papers. 8. It makes aa excellant stock for fine wrapping paper, and imitation Manilla pa? per, and eren in its raw state, without boil ino- or bleat hin j, makes a strong art tole of common wrapping paper, suitable for gro? cers and hardware use-superior to any paper made of straw. The grand result will be the cheapening of paper to consumers, and it ought to be the transfer of paper raaaofaoturing mainly to the South, where this fiebre is so readily and cheaply grown. ! We may add that the Ohlokassaboguo Pa? per Mills, near Mobile, are now advert?s ing for okra statk-i, and will purohase 1200 tona of that material if lt aaa be furnished. He-views.
