A Mysterious Case.?A colored man, named
Maurice Rail, who was employed at the marl
works, on the Ashley River, disappeared on tbc

Fai.sh Imprisonment.?A stranger in this
Oily, who was Imprisoned by his landlord for non
payment of his hoard hill, while in durance re
ceived a targe remittance from tho North, aad
soon effected his release, no was arrested on a
suspicion that he was about to decamp, but It
ha i since transpired that he is quite wealthy, and
was only laboring under a temporary embarrass
ment, caused by tho non-rccclpt of funds. A
limb of the law endeavored to effect his release
on a writ of habeas corpus, but fall od, and that
desired end was only attained by so mo friends,
who promptly telegraphed the news of his un
pleasant situAtiju to the North.

Alderman Geddings oiforod a resolntion that
the Cscal year of the city heucerorth begins with
the 1st day or January und close with 31st or Do
ccmber In each year, and that the City Treasurer
be requested to close the open accounts upon the
lodger on the 31st instant, and thenceforth con
duct the accounts or the city in conformity with
tho same.
Alderman Harrow offered a resolution that any
person or persons, company or companies taking
out licenses for bar-rooms, taverns, restaurants,
circuses, theatres, operas, or other plaaos of pnb
llccntertatnment, shall forfeit and pay to the City
Council or Charleston, the sum or $500 and their
license, ir round making nny dlstinctlou on ac
count of race, color or previous condition.
A motion was matlo by Alderman Voigt to lay
the rcsolutlou ou the table, and the yeas and nays
being nailed, were: Yeas?tho Mayor, Alderman
Geddings, Potter, Voigt nnd Howard. Nays?Al

cided upon In a caucus meeting. Some of theso
had been scratched oif aad thu name ur George \
W. Clark substituted for that of il. II. Olncy, In 1

latter received six voles, and considerable ?Ils- 1
satisfaction was expressed by Alderman Voigt, i
Cunningham and others, at the erasure of his i
name, as the matter had been derided upon lu I
caucus.
Hi the Commissioners of Markets, the name of I
David Harrow was substituted for that of ft. S. I
llruns, the latter receiving 2 votes; Coogan, 1; 1
Addison, I, and T. J. Mnckey, 1. 1
The Commissioners of the Altnshousc were elect- I
ed in accordance with the printed slip, the board
being the snmc as last year, with the exception
of J. K. Orccnc and Diehard llolloway, who took |
the place or K. \V. M. and T. J. Mackey. I
Alderman Voigt said that In the list or supervi- (
sors or the High School. Alderman Collins* name ;
was substituted for that or T J. Mackey, but that |
or Alderman L. F. Wall was not on the list agreed |
upon in caucus, and he thought, from the action ]
of Council, that caucus meetings were a farce, ,
aud that the Inconsistency of Council surprised |
him.
Alderman K. P. W'all said that that was not the i
Offence; it wub because a colored mun was on the |
board. The gentlemen would sit In Council with
colored men; If they deeliuc to sit as supervisors,
let them resign.
Alderman Greene thanked Council lor electing
him a member or the Board of Supervisors of tac (
High School, but begged leave to resign and sub- (
alltttto the name of Hon. (leorge S. Itryan. (
Alderman Voigt said that he was accused or ,
what was not true, and those who knew him were ,
aware that he bad no prejudices In rcgnrd to
color. He sat with colored men to tlic right and
leH in Council, and would sit at the same boards
with them elsewhere.
Aldcrmnn O* nlngbam said that he was dis- |
pleased because the solemn pledgos given In cau
cus wore violated; that Mr. Ohicy's name hud
been erased and Mr. Clark's substituted. The
one was a Democrat tho other a Republican, but
that should have caused no change. He was will
ing to vote for any one, while or colored, whose
name was agreed upon nt a caacus meeting.
Aldermau K. P. Wall said the tickets were all
laid on tbe desks, and the Aldermen must bnvc
seen the name or R. P. Wall, und could have
erased it and substituted that ?r Q. s. Itryan, if
so disposed, and thns avoided the discussion.
Aldermau Crcenc said that at the caucus meet
ing he had expressed his unwillingness to accept
the nomination, and he again tendered bis resig
nation. Ile resented the Insinuations of Alder
man Wall as unjust, particularly as regarding
hhnscir. He bad sat with colored men ul the
same board, and would do su again.
The resignation being accepted, the election
was held, and Judge Ilryau received twelve votes
and !.. F. Wall one.

The Mayor appointed Aldermen Geddings, Pot
ter and Cunningham the special committee to
consider the report or Alderman Harrow, ou the

weather last evening prevented the appearance

at the Academy ; but those who were present

ing piece, written by Aadrcw llalliday, well
known as a contributor to the London Punch,
bus a lively and wcll-dellncd plot, aud abounds In
keen dialogue und droll situations. Misa Ulanchc
Chapman, In the leading part, achieved a dcciiKd
triumph. Whatever her success In burlesque, her
strongest point, we think. Is in comedy. The per
lect naturalness and quiet hidy-llke manner In
which she conducts the dialogue or the play, .was
rcrrcshing to cars accustomed to the usual exag
gerated tone aud boisterous demeanor or the
singe. Cinderella passed ou" as gaily and as
smoothly as when ilrst performed, Miss F.IU sus
taining the part of the rollicking Dandlnilu spirit
ed and gracerul style.
For to night we are to have "Itlae.k Eyed Sus
an," with the three-act comedy or "Everybody's
Friend,'' written by Sterling Coyne, or London.
It has had the run or a year in London, with
Mr. S. Clarke (brother-ln law to Edwin booth)
as Major Wellington de Hoots, a swaggering mili
tary bully, with the aspect or a lion and the pluck
of a mouse. Felix Featherly Is "Everybody's
Fricud," constantly, In his honest desire to serve
others, involving hliuseir in trouble, like Oold
smlih's "Good-natured Man." The comedy Is full
of very laughable Incidents, and has recently
been revived in New York, with much success.
Mr. Hlshnp appears us the doughty Major on this
occasion.
