It is useless for Mr. Corbin tb try to play the cuttle fish ; the question is so clear that it M??At ha nhoanroil Tho unit In nihtoh the State and the railroads already named are engaged will be prosecuted to the end. j At the December term of the Supreme Court of the United States, two cases, in? volving identically the same points, were decided, viz, the Wilmington and Weldon Railroad Company vs. John A. Reid, and the Raleigh and Gaston Railroad vs. John A. Reid. These cases cover the whole ground, and leave no doubt whatever that the Su? preme Court will decide In favor of the South Carolina Railroad Company and the other companies which stand on the same footing with iL When a State cannot tax, lt can? not give a corporation the power to tax. It is, therefore, a ridiculous waste of money for the city to agitate the question. Poor Corbin 1 Grant's Lime Financial Game. The Washington Patriot brings to light some of the beggarly expedients to which Secretary Bontwell bas bad recourse in order to make favorable financial exhibits for the 1st of October and 1st of November, so as to affect the elections. He has en? tered Wall street and "beared" or "bulled" the market, just as was most convenient to the speculators, who were expected (o raise the money for carrying the doubtful States. He bas pressed the banks and made them "bleed" freely, nnder threats of injurious penalties. He has withheld payment of large and just claims to show a false condi? tion of the balance sheet. Salaries have been withheld under various pretexts, none of which are well founded. There are about two hundred United States gangers em? ployed in the public service, with salaries averaging $2000 a year each, making a total of some $400,000. Their pay Is in arrears under some flimsy technicality, which will not stand scrutiny. Yet, in spite of this suspension, these men are assessed two and a half per cent, on their regular salary, and required to make it good, although they have not received a dime for more than a month. One of them writes: "I have had "no pay for the last month, and yet was "obliged to meet an assessment of fifty dol? lars for political purposes. In order to do "this I was compelled to sell an order for "the past due salary at ten per cent dis? count." This took place within a few hundred yards of the office of Mr. Cnrtis, Chairman of the Civil Service Commission, who hos the effrontery to prate about re? form, and to hold up General Grant as an illustration and model of that idea, in pres? ence of daily abuses like this. Liability of Railroads to Taxation. TO THE EDITOR OF THE NEWS. The question of the liability of railroads to taxation, whloh ls Involved lu the cases of Morris K. Jessup VB. the Northeastern Rail? road Company, and the eily Council of Charleston and Branch, Son A Co. vs. the South Carolina Railroad Company, now pend? ing in the Supreme Court of the United States, has already bees decided by that court, some months ago, in a North Carolina case, the name of whloh I have now forgotten. But I am quite sure the question involved and decided was precisely the same as that In the South Carolina cases, and the decision was in favor of the railroad-that ls, that a clause In the charter exempting the road from taxation for a designated period of time was in the na? ture of a contract, and could not be repealed by subsequent legislation. 8.
