WASHINGTON, Febrnerv 20. 1866.--In the Senate, to-day, Mr. Wall offered a resolu? tion proposing to amend the Constitution by rendering a person ineligible to fill the Presidential chair for a second term. In the course of his speech upon the subject ho alluded, in caustic terms, to the Presi? dent, whom he said had developed a policy agreeable to every enemy of tho country. Mr. Wilson offered a resolution, which was adopted, instructing the Committee on Reconstruction to inquue how far the late rebellious States had conformed to the sentiments contained in thc President's reconstruction policy. Mr. Davis, of Kentucky^ read a long ar? gument in opposition to thc Freedmen's Bureau bill and sustaining the veto mes? sage of the President. Mr. Turnbull followed, opposing the veto. The vote was taken upon the passage of the bill over the veto and resulted, ayes 30, nays 18. So the vote was insufficient tc procure the passage of the bill. In the House, Mr. Stevens, from the Committee on Reconstruction, reported a joint resolution declaring that no Senator or Representative shall bo admitted to either Dranch of Congress from any of thc late rebellious States until Congress shall have declared such States entitled to rep? resentation. Mr. Grinder obtained leave to read tho Minority Report of the Committee on Re? construction, declaring that thc State of Tennessee is entitled to representation. Mr. Stevens said it was LiS earnest dis? position until vesterday to inquire into thc condition of the State of Tennessee and soe whether that State is entitled to repre? sentation, but since then there has been a change and it is entirely out of the power of the Committee to proceed further with? out surrendering the rights of that body to the vurpation ot another power. Muci excitement prevailed during thc procoeoings. Stevens demanded a vote on thc previous question. A motion was made to adiourn, in order to stave off the vote, but failed. The House will continue its session to? night. STILL LATER.-Stevens' resolution to de? prive the Southern States of representa? tion until declared fit hy Congress, passed the House to-night by a vote of 169 to 40. COMMERCIAL AND FINANCIAL.. MOBILE, February 20.-The cotton mar- j ket was excited to-dav, and prices advanced 12. Sales 3,200 bales; middling, 46. Gold 36. Sterling 146. NEW YORK, February 20.-Cotton firm sales 1,800 bales, at 45@46c. Gold 37 ?. NASHVILLE, February 18.-Tho cotton market continues exceedingly dull and no- i minai, at 31^34ic. Private* advices from New York quote cotton dull, at 43@44c. for I middling. ! Tho grocery market, at thc close of the week, was very quiet, and the trade conti? nues as usual. The inclemency of the weather for the last four or five days has j had a depressing influence on the trade in every department. We have no material change to note since our last ovations. Flour remains in good demand, and the market is rather stiff, at $8.25@$8.50 for superfine; S9@$9.50 for extra; $10@$11 for family; $11.50@$12.50 for fancy. Southern money is dull and*rates arc un? changed. Gold 38. CINCINNATI, February 17.-Flour quiet and unchanged. Wheat dull, at $1.80. Corn in better demand; a shade higher, at 52@53c. Oats dull, at 35c. Provisions quiet, but firm; there is not much disposi? tion on the part of either buyers or sellers to operate. Mess pork. $28.50@$29 for city.the latter being the rate asked. Bulk meats dull; 124@16c. for shoulders, sides and clear sides; packed bacon in small job? bing demand, at 14"$@18?, for shoulders, sides and clear sides. Lard in demand,, at 17$c; holders asking 18c. for prime city. Groceries dull. Cotton dull, at 42c. for middling. Whiskey dull and prices nomi? nal, at $2.20 for free. Gold 37?. AUGUSTA, February 19.-A better tono pervaded the market to-day, more activity Doing exhibited, with a better demand, than on Saturday. Some fine lots wcro sold, at 27c. ih gold. Strict to good mid? dling may be quoted at from 35@36"jC. in currency, which are about the prevailing prices for those grades. There is no de? mand for inferior qualities. There is very little doing in gold. Bro? kers buying at 34, and selling at 36. Silver, buying at 28, and selling at 35.
