PHILADELPHIA., June 14.-Anticipating
the adoption of tho constitutional amend?
ment passed by the United States Senate,
and just concurred in by the House, Gov.
Curtin, of Pennsylvania, has addressed a
cironlar to the Governors of the Northern
States, suggesting the propriety of union
in action and the calling together their re?
spective Legislatures, for the immediate
ratification of the amendment, and before
the adjournment of Congress.

the Charleston Courier, dated Wash?
ington, June 13, says:
Steadman\s and Fullerton's report
of Freedmen's Bureau affairs in South
Carolina and Georgia has been re?
ceived.
They say the faithful agents in
Carolina have been greatly aided-by
citizens, while incompetent and med?
dlesome agents have aroused bitter?
ness and opposition. They charge
Assistant Commissioner Ely, at Co?
lumbia, wiffP engaging hugely in
planting, and grossly neglecting the
freedmen. He has continued those
under him in a situation little better
than slavery.
The ollice under Saxton's adminis?
tration was extremely pernicious, and
especially on the Sea Islands; but
Commissioner Scott is now rapidly re?
forming the abuses which existed un?
der his predecessor. They notice the
affairs ef the Sea Islands at consider?
able length. They represent 30,000
negroes as being there, mostly in a
destitute condition. This they attri?
bu?e chiotly to dishonest sharpers
who have come from the North, and
who systematically swindle the freed?
men with worthless money. They
mention gross extortion and mal?
treatment of the freedmen on planta?
tions managed by one Underwood, of
Boston. They found Jenkins' plan?
tation, near by, admirably managed.
Edings' plantation is tho only ou.
when- thc freedmen are prospering
without white supervision.
Tliey recommend, as the most
equitable solution of the Sea Island
question, that the lands should be sur?
rend red next January to their for?
mer owners, on condition that they
pay the freedmen for the improve?
ments which have been made by
them. Tilson and Scott concur in
this recommendation. They suggest
the issuance of the necessary orders
by the superintendent in time for
planting arrangements. They also
recommend that the serviles of citi?
zens in the Bureau, as agents, be
henceforward discontinued. They re?
port Col. Osborn's administration in
Florida as judicious and beneficial.
