ARMT BILL. -After a good deal of squabbling between the chairmen of the Military Committees of the Senate and House as to the provi? sions of the new army bill, both com? mittees wore dismissed, and a new chef appointed, who reported a bill which fonnd favor with both bouses, aud immediately passed. It increases the regular army by eight new regi ments of infantry, (white,) four Le? nients of colored troops, four regi? ments of cavalry, and four of veteran reserves. Tho employment of the colored population as soldiers is much more econominal and better for the morale of the race than retaining them as loafers in a Freedmen's Bu? reau at a cost of $30,000,000.
