Ste? vens believes, or at least assorts, that ?Congress is the people, the Govern? ment and everything else, und now a colleague of his -a Mr. Wdlratos-os .wc- leai-n from tho Nationen Intelli? gencer, proposes, in tho exe -cise of the sovereign functions of th J people -not of thc delegated powers of Congress -to uproot the time-honored osage, ns old us thc cominos law, viz: That a majority of a court is entitled fio pronounce a decision, by declaring ?hit, in certain cases, no decision shall be made by the Supremo Court of the United States, unless thc Court is unanimous. .The "party in power ure evidently determined to revolutionize the Go? vernment by destroying all the safe? guards of tho institutions of tho country. They have tinkered at the Constitution and tacked amendments to its provisions that would uproot all the principles of republicanism and civil liberty; and now they seek io lay sacrilegious hands on the high .temple of justice itself, and tear down its pillars, to accomplish their unholy designs. Tue object of the move? ment under consideration must be evident to all who pay any attention to flic political schemes brought for? ward, from day to Jay, by tho radical members of Congress. So long as they have a partisan Chief Justice in thc Court, ho may prevent any deci nion bciug made which conflicts with ?the interests of the party. Thus it goes.
