TREATMENT OF REBELS.-The New
York Tribune defines its position ou
thc treatment of rebels ns follows:
"We ! would proclaim and render
effectual a universal amnesty for all
nets not forbidden by tho humano
laws of war, which were committed
while war actually existed; but wo
would deal promptly, decisively,
rigorously, with all who still persist
in nets of violence or terrorism, in?
cited by tho spirit of rebellion. We
would be swift on tho track of the
Two Millions, not for what they did
prior to Lee oud Johnston's surren?
der, but for what thoy have dono and
ure doing since. If we caught Qunn

Advices from the Plains represent
that Gen. Sherman hits determined
to concentrate his forces on thc stage,
railroad and telegraph lines to Den?
ver, Utah and Montana. Thc General
will notify ranchmen who aro ox
posed to Indian depredations that ho
can only afford them protection on
lertain designated lines. He designs
furnishing arms to all persons cross?
ing the Plains by stage, and to send
soldiers with them when convenient.
He is in favor of the rapid construc?
tion of the Pacific Railroad, and
thinks Government would save mo

The Grand Duke Alexis, of Russia,
son of tho Czar, was about to Under?
take a lengthy tour. He would bo
very glad to visit thc United States,
but the Emperor, his father, ex?
