CHEAP TELEGRAPHY.-The New York He?
rald notices a movement recently formed in
Michigan for the construction of lines of
telegraph over that State, and similar move?
ments in Indiana nod Missouri, nnd that it
is proposed to transmit messages by tho
People's Line nt postal telegraph rates, that
is, twenty cents for twenty words any dis?
tance under 500 miles. It says the pro?
jectors of this movement will ask from Con?
gress the passage of a telegraph postal law
at even lower rates than those. It forsecs
in this reform in telegraphy a most benefi?
cial result to every branch of trade, and
.'Place in the hands of our mercantile
community the proper facilities for doily
correspondence by telegraph, at reasonable
rates, between the centres of goods distri?
bution and the great centres of production,
and that fact alone doubles the capacity of
every trader to transact business without an
increase of capital, and proportionately re?
duces the cost of goods to tho consumer.
The movement in the West for cheap tele?
graphy is a movement in the right direc?
tion, and cannot fail to accomplish great
publio and private good."
EFFECT OF RADICAL RULE.-Over 100
promiueut members of tho bar of North
Carolina have signed and published a pro?
test against the open and active partisan?
ship of the Judges of the Supremo Court
of that State, both on and off the bench.
The unhappy people of North Carolina
seem destined to that woo described by
Chief Justice Marshall, in tho following
..Heaven hus no punishment for a sinning
people so great as a corrupt, because a de?
pendent, judiciary. "
