NEW ORLEANS, January 6.-The Go? vernor's annual message to the Legisla? ture congratulates them on the improved condition of publie affairs and tho good feeling among the people of both raoea. It takes a oheerful view of the political situation and general prosperity of the State; deprecates tho depreciated value of bauds. After a resume of the mate? rial wealth of the State, says there is no need, therefore, BO far os ability is con? cerned, that her bonds should sell for loss than their par value; states that credit does not depend alone upob the solvency of the party whose securities are upon the market, but upon sufficient arrangements to pay principal and in? terest as they accrue; both must be pro? vided for amply in amount and surely in method; wise nee of State credit, sus? tained by judicious legislation, and ad? ministered by faithful offioers, is all that is necessary in the premises. He attri? butes the depreciated condition of the bonds to defeotive legislation and malad? ministration of the Anditor of Public Accounts. A bill has been introduced, repealing the gambling law, und passed to a third reading, and will, doubtless, pass. A joint resolution has been introduced, appointing a committee- to ascertain what legislation is necessary for the relief of holders of property included in the claims of Mrs. Myra Clarke Gaines. A joint r?solution passed to a second reading, requesting the Federal Congress to recognize the belligerent rights of Cuba. Governor Warmouth sends n special message to tho Legislature, beginning: "It becomes my duty to communicate to your honorable body aravo charges ..gainst George W. Wickliff, Auditor of Public Accounts. His offences against the constitution and laws of the State have seriously embarrassed tho govern? ment and rendered it diflioult to pay the interest on tho State bonds. EXHIBITION OP FINE HORSES.-Our popular fcllow-citizf.n, Col. Thos. G. Bacon, has lately returned to his home, six miles from town, after a racing tour extending from Saratoga to New Orlcaus, bringing with him several of his finest horses. On Saturday last, for tho grati? fication of his friends, he brought four of these horses to town for exhibition. Foremost amongthem was Corsican, now one of the most famous horses in the world. A few weeks back tho Now York Herald said of this horse: "he has done in a given length of time what no other horse hos ever done before. In the course of six months, beginning in June Inst, he baa run sixteen races, out of whioh lie has won eleven." This is true. Corsican is n very large and tall bay; and to tho eyes of the non-professional mul? titude, ii very ugly horse. Tho other horses shown by Col. Pringle, Commissioners, tho Wilmington aud Manchester Railroad, together with all tho property of the Company. W. T. Walters, Esq., of Baltimore, was tho only biddts, and tho property was con? sequently knocked down to him, at $525,000-the sum of $250,000 hoing paid for the South Carolina end, and 8275,000 for tho North Carolina end. Tho sain was for cash, but certain pre? ferred bouds will be received in payment. Of these preferred securities, the pur? chaser holds $1,975,828.06. Two old and iufluei.tial London newspa? pers have suspended publication, and every year the field of journalism in the metropolis of England is belog opened up to the Loudon Times and Telegraph-leviathan concerns, whioh, through able nud admirable editorial and business manugemeDt, havo steadily grown in wealth and importance ever since their institution. The two jour? nals which have just died were the Morning Herald and Beening Star. Tho first named was for many years tho lead? ing tory organ of England. FOUND DBAD.-On Christmas morn? ing, the body of George- Barber, a citi? zen of this County, waa found dead, on a road leading from the old Androw Robinson place, on Clark's Fork* to the King's Mountain battle-ground. Mr. D. T. Barrett, magistrate, summoned a coroner'a jury, and an inquest waa held over the body on the next day. The evidence showed that the deceased had spent the Dight uf the 2itu instant ac the houso of Mrs. Nancy Galloway, and left there about 10 o'clock next morning, the last time ho waa seen alive, in a state of intoxication. The verdict of the jory waa "that tho deceased oame to his death by intoxication and cold." [Yorkviile Enquirer. NEW POST OFFICES.-A new pos to flic o has been established at Parryville, with tho namoof "Fort Hill," and Mr. Griffin Davis appointed postmaster. The corporators ore satisfied with the performances of the last model, which was accidentally bnrnt while on exhibi? tion. Toronto has just had a mysterious case of murder. The coroner's jury returned a verdict that deceased carno to his death from injuries reoeived by some blunt in? strument having penetrated the roof of his month, and passed through a por? tion of tho brain, but how or by whom inflicted, thora was no evidence to show. DEATH OF A PROMINENT VIBGINIAN. A despatch received from Richmond, Va., mentions tho death, on Tuesday, of Hon. Wm. L. Goggin, formerly member of Congress from Virginia, and well known in politics as tho Whig candidate for Governor of that State in 1859, when he was defcatod by Mr Letcher. The lady principal of a sohool, in her advertisement, mentioned hor female as? sistant, and the "reputation for teaching which sho bears;" but the printer left out the "whioh;" so tho advertisement went forth commending tho lady's reputation for teaching she bears." On Sunday morning last, quito an ex? citement was produced in Poultney, Vt., by a German, who, assisted by another of his countrymen, attempted to whip his wife, but tho lady proved too much for them, giviug them both a sound thrashing, with some sensible advice.
