SECTION 1. Be ii enacted by the Senate
and Honae of Representatives of the State
of South Carolina, now met and sitting
in General Assembly, and by the authori?
ty of the same, That for the pnrpose of
inducing the investment and employment
of capital in the manufacturo of cotton
and woolen fabrics in this State, any in?
dividual, or association of . individuals,
who shall hereafter invest capital in the
manufacture of cotton or woolen fabrics
in this State, shall be entitled to receive
from tho Treasury of the State, annu?
ally, a som of money equal to the aggre?
gate amount of State taxes, which shall
be laid.and collected upon the property,
or capital employod direotly and exclu?
sively in such manufactures, the said sum
of mOney to be fixed and determined by
the Auditor of the State, in acccordance
with the tax returns, and to be paid by
tho . Treasurer on the warrant of the
Oomptroller-Ge n eral.
SEO. 2. That it shall be the duty of all
County Treasurers, and of the Treasurers
of nil "Municipal Corporations, which aro
by law authorized to levy tuxes, to pay
to the individuals, or association of indi?
viduals, described in the first Seotion of
this Act. a sum of money annually equal
to the aggregate amount of County or
municipal taxes laid and collected during
any year upon the capital described in
the first Seotion of this Act.
SEO. 3. That the provisions of the first |
Seotion of this Act shall apply exclu?
sively to investments made hereafter,
and shall not operate in any manner un?
til satisfactory evidence shall be pre?
sented to the Auditor of the State, that
the capital for which the benefits of this
Act are claimed has been actually paid in
and invested in this State.
SEO. 4. That the provisions of this Act
shall be of foroo for a period not more
than four years.
