THE DAILY 'Let our Juxt Censure PHONTX. Attsnd the True Event. BY J. A. SELBY. COLUMBIA, S. C., WEDNESDAY MORNING, NOVEMBER 1 1871. VOL. VII-NO. 102, carried oouatematiou into the ranks of the holders of large linea of "took. They rton.ak.no?? with entire confidence upon a brief duration of tbe money stringency, and hold on through the squall without hesitation abd .without fear. The only argument which has any force against the current of speculation for an advance ia embraced in the specie resumption question, which suggest*:' caution only as the premium on gold descends, and the valuation of coin and irredeemable paper approximates. If gold eells at a premium of ni no per cont., instead of twelve, tho Ranees of a return to the specie basis increase, and in the ratio of deolido the specie standard will seem to per at band. - No very unpleasant mid be likely to follow snob a the present oondition of fo noy markets; but whenever tba, , affairs of this Country, fully sympathise with the great money tides of the world, a new condition ot things will rule hero, and the basis of our mo* salary system will be affected by the ebb and now of currents which how do not appear, except in the price of gold. FKXIOHS IN OFFICE.--An exchangeaaya: They ero trying a man ip Indiana for a felony, which oonaib?e in appropriating or uni n g! the pu h Ho' money for his private uno, whilst: holding a public office. It appears.that this law extends to all oases of pubiio officials who use their position to make money beyond the lawful emolu? ment?'of their offices. TUC letter and spirit cf this law regards1 as criminal ail acts by which uu official ia unaided to make money out of hia office or position, or who receives a dollar out of and by virtue of his office, beyond the fees al? lowed bylaw,- lt reaches all oases'-of the acceptance of gifts or rewards for offloial nota, all jobbing and speculating in publie money and contracte. It is a still moro direct and serions felony for public officials to employ their official influence to promote legislation or the making ol ooo true ta, in which they have a direct pecuniary interest. There is urgent 'necessity for suoh a law in this State. Oar public officials, from the highest to the lowest, (with few exceptions.) are up to their ears in every species of jobbery and sp?culation, wherein the State is the contracting party, and the people are the victims. Ton PnssiPKNT ON AMNESTY.-The Washington correspondent of the New York World writes: The Ptesident, in conversation with several Senators yesterday, made par? ticular inquiry concerning the prospect of the passage of the amnesty bill now before'the:Senate. He was informed that ita passage was extremely doubtful, if certain Senators continued to load it with amendments, sod especially if Sum? ner pressed1 his negro equality amend? ment. The President hoped that the bill would pass just as it came from the I House. -He did not even favor Merton's | amendment, excluding members of Con? gress who were ineligible .ender the fourteenth amendment at the time of their election. The. president takes the .same view of tho matter as Senator Scott, sud thinks that should the am? nesty, bill become a law it would aid greatly-in restoring order ai the Sooth. Charles Busch was arrested the second time for making love to M?SB Nilsson. If some . muscular masculine friend of Miss N. would take a stout hiokory club ! and "beat about that Busch," there woold be no neoessity for any more ar? rests,, ?od tba lady would have a rest.
