GoJcpAsr.--.Qa Ion el Thotna? A.. Scott,
President, intends to apply to Oon
greaa for enob aid ao will complete Ibis
H7i?d enterprise on abasia where the
? Interests of tbe Government will be
' thoroughly protected. Tbe Whole
Benin is interested in thin scheme, and
? will rejoice to learn of its success.
The Washington correspondent of tbe
Baltimore ?Sur* telegraphs as follows
relative to this matter :
i. On Monday, or soon thereafter, Bop
?; reaeutative Hougbton, of California,
will introduce in tbe House of Repre?
sentatives a bill to aid the construction
of the Boutbern Pacific Railroad,
I whieh has been prepared by the parties
directly interested. A oopy of tbe
bill will also be introduced in the Se?
il i nate. The bill provides that the Go?
vernment shall guarantee the payment
of .the interest on forty year five per
? cent* bonds, to be issued by the re
? sneetUe companies to tbo amount of
?40,000 per mile of road constructed
wif Svm""s~ "sd equipped by each an
^foseaaid; but the amount of $5,000
per mile of these bonds shall be re
. iained in tbe United States Treasury,
? to be sold, if necessary, to mako up
the amounts) to be deposited as herein?
after provided for tbe payment of the
guaranteed interest. The bill proposes
? to secure the Government against Iobb
and ineare the prompt payment of the
interest on the bonds, aud the oreation
of a sinking fund to disobarge tbe
i principal at maturity, by the execution
. of a first mortgage to tbe Government
by eaoh company on all its property
and franchises, and by paying into tbe
treasury the entire proceeds of all
lands granted by Congress, all amounts
earned for Government transportation
of any kind, and. such amounts from
tho net earnings of the roads as may
be necessary to make op any deficiency
on tbe interest and linking fund ac?
counts cot thus provided for. The
bill finally provides for a similar ex?
tension of Government credit to tbe
New Orleans, Baton Rouge and YickS'
bnrg Bailroad Company, and tbe
! Viokaburg, Sbreveport and Texas
Bailroad Company, to enable them re
?Hpeotively, to conBtrnot lines between
tthraveport and % New Orleans nud
Sbreveport and VickBbnrg.
<?
. Tals Cotton Tax.?According to a j
Washington telegram in tbe Western '.
' press, the South woo Id have bad her;
claim for refunding tho cotton tux ad
indicated long ago, if it had not been
for certain marplot Congressmen of
ber own. The same authority says: If
the Southern members bad beeu a unit
for a bill, or content to follow tbo wi e
leadership and judgment of snob Rep?
resentatives as Stephens and Lamar in
shaping tbe bill, it is very possible
? that the measure could have boon ]
passed at the last session of Congress.
It in perfectly obvious that no bill can
pass Congress which does not harmo?
nize and fully recognize tbe eqaituble
? claims of tbe two interests pressing for
Settlement, namely, tbe planters and
the factors and merchants. A certuin
class of Southern membors, professing
to represent tho planters, but really
- their worst enemies, so far as theee
claims are concerned, have so far
played a grab game, intending to leave
the merchants and faotore altogether
- out in-the cold, and have obstinately
refused any reasonable compromise of
the two int'-rests. Tbe planters have
these gentlemen to thank for their
failure to get their money, und there
is reason to fear that the same spirit
will so far obtain this eessiou as to
make it useless to posh tbe measure.
Unless some agreement can be bad
early in tbe session, it will bo too late
to do anything. The difficulty does
not grow ont of the luck of money to
pay?the plan being to pay the claims
iu bonds?but out of the bsd policy of
certain members from the Soutb.
