To the Honorable City Council
of Ocala Gentlemen The under
signed a citizen tax payer and
owner of a small home would re
spectfully ask your honorable
body if not incompatible with
your duty of keeping Grothe out
of his seat to look just a little
bit into the sanitary condition of

this town Your humble orator
would respectfully state to your
very honorable body that the
vacant lots known as the Cald
well property lying northeast
from the square are being used
and have for months been used
as a dumping ground for the filth
of the city Your orator would
further represent to you that this
dumping ground is several hund
red feet within the city limits
and that other places have been
represented to me as suffering
from the same nuisances Your
humble petitioner would also
state to your honorable body
that the stench arising from this
dumping ground pollutes the air
and poisons the health of your
orator abd others Your exceed
ingly Humble orator would further
represent to your highly honored
4 body that while being ignorant
of the ordinary forms of law he
will offer as a matter of self pre
servation the following
AN ORDINANCE TO PROTECT PUB I
LIC HEALTH AND PROMOTE
PUBLIC DECENCY
Be it ordained by the City
Council of the City of Ocala
Sec 1 That from and after
the passage of this ordinance the
filth and putrid matter of Ocala
shall be removed to at least one
quarter of a mile beyond the city
limits of Ocala by a public scav
enger and by none other
Sec 2 The Mayor shall ap
point by and with the consent of
the council a public scavenger
who shall serve one year from date
of appointment without compen
sation from the city and shall
give bond in the sum of 1000 for
the faithful performance of duty
Sec 3 Said bond shall be in a
responsible surety company and
approved by The Mayor
Sec 4 It shall be unlawful for
any person or persons corpora
tion or trust other than the pub
lic scavenger to remove any filth
or putrid matter from any vacant
lot or from the premises of any
person whether owner or occu
pant of such premises or to bury
the same within the limits of
Ocala
Sic 5 The public scavenger
and none other shall remove as
often as is necessary for goods

sanitation the filth and putrid
matter of the city and shall
charge the owner agent or occu
pant of such places 15 cents each
for waterclosets and 1 each for
cesspools and the failure of sue b
agent owner or occupant to pay
such public scavenger will render
him subject to the penalty pro
vided in this ordinance
Sec G The public scavenger
shall furnish free to the city hi S
own dumping grounds which
shall not be within 300 feet of any
public road or highway entering
the City of Ocala

gang for six months or both in
the discretion of the court
Sec 9 All ordinances or parts
of ordinances in conflict herewith
are hereby repealed
