ADMISSION OF OKLAHOMA
The FortySixth State Formally En
tered the American Union

Washington Nov 17A new star
was added to the American flag yes
terday by the admission formally into
the Union of the state of Oklahoma
President Roosevelt at 1016 oclock
signed the proclamation admitting the
territories of Oklahoma and Indian
Territory jointly as of the American
> trtes Little formality attended the
ceremony which meant so much to the
people of the two territories In ap
pending his signature to the procla
mation the president used a pen form
ed from a quill plucked from the wing
of an American eagle The pen will
bo deposited with the Oklahoma his
torical society

The act was done in the cabinet
room to which had been admitted I
Senators Carter and Dixon of Mon
tana and Warner of Missouri be
sides a number of the residents of
Oklahoma most of whom are connect
ed with the government departments
in Washington and newspaper rep
resentatives I
With Little Ceremony
It was exactly at 1006 oclock when
Secretary Loeb threw qpen the dou
ble doors leading from the presidents
private office He had the proclama
tion In his hand which he laid on the
large square blotter at the presidents
position at the head of the cabinet
table The president entered and took
his seat at once was handed the large
eagle pen by the secretary and he
himself lifted the lid from the ink
stand dipped the pen and wrote his
name in large letters the pen mak
ing an audible scratch with each
movement hen he had finished his I
signature the pr > ident picked up a
small blotter with which he blotted
the name and then looking up ex
clamed Oklahoma is a state
At this instant Albert Hammer of

office steered forward and asked

requests for me to use particular pens

The Proclamation
After the signing of the proclama
tion which made Oklahoma a state it I
was transmitted to the State Depart
ment where the signature of the pres
ident was duly attested and the docu
ment then tiled in the archives of that
department I
The proclamation is as follows
Now therefore I Theodore Roose
velt president of the United States of
I
America in accordance with the act
of Congress aforesaid and by the au
thority thereof announce the result of
said election to be as certified and do
hereby declare and proclaim that the
terms and conditions prescribed by
Congress to entitle the state of Ok
lahoma to admission to the Union on I j
an equal footing with the original
thirteen states is now accomplished
In testimony whereof I have hereun
to set my hand and caused the seal
of the United States to be affixed
this the sixteenth day of November

sion of the legislature to convene Dec

tra session it is now too late to make
provision for additional revenue by an
increase of the tax rate If there has
