cover a large area of lands under
railroad land grant claims being the
eighteenth case out of twenty Instl1
tutedagainst the trustees of the In
ternal Improvement Fund that has
been settled and disposed of favorably I
to the trustees as against land grant
claimants which enables them to car
ry out th purposes of the original
land grant and appy the proceeds of
I the sales of swamp and overflowed
lands to the work of drainage1 and re
clamation

State has Taken Its Convicts from
the Lessees and Will Work Them
on the Public Roads
Atlanta April 3 Georgia began the
day yesterday with r w conditions
so far as Its faulty convict lease s s
tern was concerned
All over the state the rprisqners
were token from various plants and i
industries to be placed In the service
of the state
Georgia has no state penitentiary
For years her convicts have been sold
Into the mines into the brick kilns
into the factories where private greed
sometimes demanded and collected its
last ounce of human flesh and Its final
drop of human blood But the state
decided to abolish this traffic in white
as well as black slaves so instead of
selling its 1600 prisoners it will work
them on the public roads
The change went Into effect at day
light yesterday morning The convicts
were returned to the counties in which
their crimes had been committed
Most of the unfortunates are blacks
of a low order of intelligence sen
r tenced forvevery conceivable crime
