A BUSY SESSION AHEAD
A General Forecast of What May be
Expected During this Meeting of
the Legislature
Tallahassee AprH 4Wlth the
nearing of the date for the opening
of the 1909 legislature Tallahassee is
taking on a busy air
That Its going to be one of the bus
iest sesl tons in the history of the
state nobody has the least doubt For
besides the amendment to the consti
tution for state wide prohibition there
are many other bills of probably as
much general interest to the state as
theme that are scheduled for introduc
tion The indications are that there
arc going to be enough bills Introduc
ed on nearly every possible subject
that a leglsator can think about with
in the first ten days to keep things
hustling the rest of the time
Seme of the Issues
Prohibition good roads disfran
chisement the guarantee bank de I
posits the Walks claim the state pri
mary law reapportionment and Im
migration are just a few of the Im
portant matters that promise to keep
things stirring at a swift clip through
the entire sixty days There are some
determined county division fights
ticheduled also which will demand time
and attention
A State Good Roads System
A proposition for the bonding of the
state for 2000000 for good roads has
been incorporatfed Into a bill by the
Arcadia board of trade and it is pret
ty certain that the bill will be intro
duced It Is receiving the endorse
ment of the boards of trade of several
cities In the stat and it will be very
strongly urged before the legslature
A state system of good roads is pro
posed under the plan This system
would cover practically the entire i
state and would bring the different I
sections into clo < e touch where no good I
roads npw exist The system propos
ed includes good roads from Jackson
ville to Pensaccltt from Tampa to
Plant City from Plant City to Lake I
City and Gainesville from Gainesville I
to Jacksonville via Palatka from
Jacksonville to Miami via St Augus
tine from Plant City to a point on the
Jacksonville and Miami route near
New Smyrna via Orlando and Lake
land Pnlatkn via DeLand > t
ing road from New Smyrna to Orlando
Barlow Junction to Fort Myers via
Bortow Arcadia and Punta Gorda
It H proposed that the route thru I
each county shall be selected by the
county commissioners and that the
work shall dbC done by the county tho
under state inspection If the road
comes up to specifications the county I
shall receive 500 Iwr mile from the
state out of the bond fund and 210
will be paid for each mile that is up 1
to requirements but not on the linos
of the state system I
Negro Disfranchisement I
Dtafranchisement of tho negro is I
going to be a warmly discussed ques
tion again this session It is expected
that Senator Don C McMullen will
introduce the bill
Guarantee of Bank Deposits
I Senator McMullen is also going to I
introduce a bill for the state guaran
tee of bunk deposit The plan for I
such a guarantee on a national scale J
was originated by William Jennings i
Bryan and was incorporated as a I
plank In the democratic platform
adopted at Denver The plan has
proven failure in some states but It I
is said to have proven successful In
Oklahoma
Clark and Wailes Claim
Congressman Frank Clark of the
second district has been employed by
Col S I Wales to take charge of
another fight for his claim against the
state
State Primary Law
Fault is found by some with the
present state primary law and an ef
fort wilT be made to change it mater
ially though in Just what way can
hardly be said
New Counties Will Call for Reappor
tionment
There are some warm county di
vision fight scheduled from Bade and
Hlllsborough counties especially New
counties have to have representation
and if the new ones are created reap
portionment will have to be made
Immigration Bill Probable
Immigration lost out in the last leg
islature but If a good bill is introduc
ed this time there are a number of
legislators who stand ready to back It
Convict Lease System
There Is strong sentiment growing
in the state against the convict lease
system and this will probably be an
issue before the 1909 session
May Abolish Treasurers Offices
An effort may be made in the pres
ent legislature to pass a Jaw abolish
ing the office of county treasurer
Uniformity of Text Books
Uniformity of text books for the
schools of the state will again be a
hard fought question The school su
perintendejits of the state adopted
resolutions opposing state uniformity
at n meeting held a few weeks ago
Charter Amendments
Jacksonville and Pensacola will each
in Itll probability ask for charter
amendments establishing the commis
sion form of government Tampa and
other cities will aho probably ask
charter changes
Prohibition and the Speakership
Prohibition may figure from the very
start Up to a short time ago It was
believed that the leaders In that
movement would hold off their fight
for a constitutional amendment until
the session Is well started but there
Is now u rumor current that is given
much credence that the fight will start
at the very beginning in the organiza
I tion of the lower house
I In thasennte theres nothing doing
along the same line inasmuch as both
candidates are out and out prohibi
tionists Senator Joseph H Hum
phries of Bradentown represents the
twentyseventh district and he is op
posed by Frederick M Hudson of Mi
ami representing the thirteenth dis
trict Senator Hudson is now consid
ered the stronger of the two but
