flourish In debate about "a free press," and
took off the tax on advertisements. ' Last
year a change of phraseology was made in
the tax" on .manufactures, intended to re
lieve' manufacturing establishments from
the heaviest portion oftheir tax. Mr. Rol
lins. Commissioner ot Internal Revenue,
seizes on this as a pretext for applying the
law to newspapers. So far as publishers
make sales of papers already produced,
this application of the act may be legal,
although it was never designed, Mr. Rol
lins ''goes further, and insists that
every ' subscription " received ' by a
newspaper, in advance is manu,factuxer,'6
sale. There can oe no segai sic oi an ar
ticle tbe like ol wmcn is not ia existence.
A subscription to copies bf a newspaper,
materials for which lie all tin wrought In
the brain of the editor, is in the nature oi
a contract for work- and labor to be per
formed, and is not In any proper sense s
sale, any more than the carpenter's con
