The following amendments to the Con stitution of the State of Kansas, are hereby submitted to the electors of the State of Kansas for their approval or rejectfon, 6 the annual election to be holden on Tuesday, the Sth day of November, A. D. 1S61 : An amendment of section three, of arti cle five, which amendment reads as follows : "Section. 3. For the purpose of voting, no person shall be deemed to have gained or lost a residence by reason of his presenco or absence while employed iu the service of the United States, nor while engaged in tho navigation of tho waters of this State or of tho United States, or of tho high seas, nor while a student of any seminary of learning, nor while kept at any alms house or other asylum at public expense, nor while confined in any publie prison ; and the Legislature may make provision fur taking tho votes of electors who may be absent from their town ship or wards, in the volunteer military service of the Unitod States, or the militia service of this State; but nothing herein contained shall be deemed to allow any soldier, seamen or marine in the regular army or navy of the United States tho right to vote." Also an amendment of section twelve, of article two, which amendment reads 33 follows: "Section 12. Rills may originate in cither House, but may be amended or rejected by the other."
