Boise Is Making Great Preparations for Meeting. Senator Knute Nelson of Minnesota has formally accepted an invitation to attend the Fourteenth National Irriga tion congress, which meets at Boise, September 3 and 8, and will be among the distinguished national characters taking part in its proceedings. The special train bringing Vine Pres ident Fairbanks aad party to the Na tional Irrigation congress at Boise is scheduled to arrive in the capital city of Idaho on the morning of September 3. A public reception will be held that evening to the distinguished guests of the congress. A year ago the government reclama tion service had under construction ir rigation projects involving the expend iture of $30,000,000 and the reclama tion of 1,800,000 acres of land. The expenditure of this amount of money will result in creating land values in excess of $87,000,000, and the lands reclaimed will produce an annual crop of the value of $27,000,000, or nearly sufficient to pay the sum advanced by the government every year. This is one of the arguments which will be used by the advocates of the proposi tion of asking the government for an addition to the fund of $100,000,000 for reclamation. The official proclamation Issued by Governor McDonald of Colorado, com mending the National Irrigation cong ress, which meets at Boise, Idaho, Sep. tember 3, to the people of the Centen nial state, insures a large delegation from Colorado to the congress. Historical, Political and Personal Events. Ex-Govenor Samuel R. Van Sant, of Minnesota, has been appointed chief marshal of the G. A. R. parade in Minnapolis on Wednesday, August 15, by Commander in chief Tanner. William H. Belcher, who while mayor of Paterson, N. J. absconded a year ago, and who surrendered on Monday last, was sentenced today to 12 years imprisonment in state prison un a charge of embezzlement. Judge Kennedy of the common pleas court of Cleveland decided that Mayor Johnson was not guilty of contempt of court in connection with the tearing up of the tracks of the Cleveland Eleo tric company. A verdict of guilty was returned in France in the trial of the adventurer, swindler and bigamist, who calls him self Viscount de Lesparre, against whom crimes enough have been charged to merit punishment of over a century in the confines of various I risons. His sentence was fixed at [0 years imprisonment. As John Rose, a painter, was sitting with his wife in Chicago he was shot and fatally wounded by George W. Heller and died a few minutes later. Alfred S. Hixton, the bookkeeper of the Union Trust company of Pittsburg who is under arrest and is said to have confessed to peculations amount Ing to $125,000, is locked up in jail, having failed to. secure the $20,000 bail fixed in the case. Train robbers recently between Li bau and Haffpol, Russia, stole $40,000 tovernment money. Dr. Bothman Jackson was shot and l.illed at Altamont, Mo., by J. M. Ed Youncer, a Great Western en ;ineer, recently from Joliet, Ill., was nstantly killed in a pistol duel with reveral deputy sheriffs at Lake Man Lwa, a summer resort near Council 3luffs, Iowa, Sunday. Youncer's wife and two children were witnesses of he tragedy.
