From a gentleman who h&a just returned from Richmond, we learn the following in teresting facts: In a conversation Jeff Davis stated that the blockade had somewhat in coramlated them, but Kagland would soon rale it. Lincoln could net surrender Mason and Slidell, and their situatiou would lead to war. He expressed confidence that the rebels would defe; the Unien tnaopf in a fair field, and that it was impossible lor them to he conquered. Many members of the rebel Cangreaa de clared, rather than come again Into the TJnioa the South would become a province of Kng land. A Water Hont Captured by the Rebels. FoT Mosaox, Dec. 29. As the gunboat Express, which was betweeu Old Point and Newport News was leaving the latter place this morning, a rebel tug boat was seen off Sewell 's Point. She wore a Commodore's blue pennant, and was mistaken at first for a flag of truce, but on the Express arriving within range the rebel boat fired a shot across her bow and followed by shells. The greatest conaternation prevailed for a ehort time on board the Express which wa un armed. The schooner Sherwood employed to bring water from Newport News which was in tow was cut adrift and deserted by her crew, the schooner drifting down with the tide, was ta ken possession of br the rebel tug boat and towed to Cranoy Island. The rebel gun boat subsequently made her appearance for a second time, but the Express got away and reported the circumstances to the flag ship. After a long delay about half a dozen gun boatf got started towards the scene acd threw a few ahells into Sewall'ss Point and the Pig Point batteries without effect, so far as is known. The Sherwood bad been lined with zinc, and fitted out with a valuable force pump, lor a water boat. Loss estimated at $'.2,000. The brig Empire sailed yesterday for Port Royal, to open trade. She took a cargo of fresh provisions and also a balloon and chem icals, and an apparatus for inflating it, con signed to Oen. Sherman. A note irom Oen. Huger to Gen. Wool, announces that he is ready to send two hun and forty prisoners of war down the James River from Richmond, by a flag of truce, whenever they will be received. Oen. Mr. Stevens briefly expressed bis views, spying among other things that the blockade was a quasi admUaion of the nationality of those whose ports are blockaded and that it was not a cor rect principle for a nation to blockade its own ports. Incidentally alluding to the ad justment of the Trent affair. He said that the conduct of Franca was impertinent, as she was uninvited to intervene in the affair, but when we shall have settled our domestic trouble, we will look into the holy aJliasce of the.-e powers, France and England, and see how far they shall be permitted to con trol our conduct. Wamuinctox, Dec. 30. The following is tha bill introduced in the House to-day by Mr. Stevens, on leave: 1L That all laws or parts of laws, crea ting and establishing ports of entry or de livery in any State dow in rebellion be, and the same is hereby repealed. 2d. Hereafter no vessel, either foreign or domestic, except such as belong to or are employed by the Government of the United States shall enter or leave any of the said ports unless driven there by stress of weath er. 3d. If any vessel shall violate or attempt to violate the provisions of this act, the said vessel, cargo, and everything appertaining thereto, shall be forfeited, the one hall to go to the captors aud the other! half to the United States, and every person U hereby authorized to make such seizure, and the Captain or commander of such vessel shall be fined not exceediug five hundred dollars. 1th. The said vessel and cargo may be seized at any place at sea or in any port, and the goods may be takeu wheresoever fouud, either on land or water. 5tb. The proceeds shall bo divided among the captors according to the law now regula ting prizes. Cih. The ship and cargo may be tried as well as the offenders, In any Court in the United States, into whose jurisdiction the same may be taken. th. The States now in rebellion are Vir ginia, North Carolina, South Carolina, Geor gia, Alabama, Florida, Texas, Louisiana. Mississippi, Teunessee and Arkansas.
