He said that he understood the re port exposed the greatest frauds upon the Oovernment, and be wanted it printed that it might go before the country. Mr. Anolhony moved to amend to the res olution so as to request tbe President, if not incompatible with the public interest, to transmit the said report, Ac. The amendment was adopted; yeas, i; navs, 14. The resolution then passed. Mr. Sherman introduced e bill to estab lish a national foundry in the hanging rock, iron and coal region of Ohio, bt-tween the Big Sandy and Scioto and Ohio riTer. On motion of Mr. Powell, the bill to pre vent members ot Uougtesi. or any officer of the Oovernment, from taking any consider a tion for procuring contracts, oflice or place, from the Oovernment, was taken up. The bill provides that any member of Congress or officer of the Government com raittrugsuch offence strati be liable to indict ment for a misdemeanor, and if convicted, shall suffer a fine not exceeding 10,(00 dol lars and imprisonment not exceeding two years, and be afterward disqualified for hold ing oflice under the United States, and such contracts fchall be Toid at the option of the President. The Judiciary Committee had made the bill stronger than the original one. He (Powell) had heard that there were cases of ofliccrs of the Government using their oflice for rewards, and he thought there could be no objection to this bill. Mr. Hale thought the bill did not go far cuough. He had heard and believed that the heads of the Departments used their places for the grossest favotism and in some cases had or dered contracts to be given to their special favorites). He would make it a penal of fence for the heads of Departments to order those under them to make contracts wi;h special favorites. Mr. Trumbull moved to amend so as to make the bill apply to those who for any re ward, compensation or consideration give contract, otlice or place. The amendmeut was adopted and the bill paised. Mr. Hale, from the Conference Committee on the bill for the reorganization of tbe Navy Department, made a report which was agreed to. The confiscation bill was then taken up.
