Now York, Feb. ?3.?To-day further dc
cllno in stocks undoubtedly reflected a
condition of real apprehension in the
rninds of holders of securities ns to the
development Iti the Cuban question! Com?
mission houso orders to sell were in large
volume evenat the opening, and these
eoon swept away the advances over Moil- I
day's level, which had been elaborately |
arranged by the use of the cable to es?
tablish a higher range of prices In Lon
day over the holiday. There as profes?
sional buying here at the opening, design?
ed to the same end, bvit not oven the tlrsl
quotations eru up to the London parity.
(Jains were speedily wiped out by the
slump which followed the abandonment of
the professional attempt to sustain prices.
The uncovering of margins and selling or
Qers to stop uosses brought a Hood of
Stocks on- the market. Sugar led the
break with a decline of over 2 points, af?
ter a riso of a point and fluctuated fe?
verishly nil day, closing near the lowest
at an evtreme decline of weakness. Great
Northern preferred dropped off 7 points.
The weakness of the morning was in s.ilte
of largo buying In this market for London
account. Estimates of tbc volume of this
buying ran as high as sixty thousand
shares of stocks. The London market
and the continental exchanges showed an
Improved tone on the subsidence of ap?

4's the closing price in London showing
a loss of % as compared with Monday's

The day's not losses exceeded 2 points
In only a fe of tho standard stocks, but
were over 3 points In some of the special?
ties. Tho outlook In the money market Is
not such as to cneourago speculation.
Call loans were made at 2 per cent, to?
day. Currency continues to move to the
interior, and the sub-treasury bud a credit
balance at the dialing house to-day of
$l,772,!ilti, reflecting the withdrawal of an?
other ton per cent. Installment of the
Government's deposits of the Colon Pa?

Foreign exchanges weakened only
slightly in face of the large london buying

Paris us mora marked. This development
offers some corroboriltlon of the report
tliat a portion of the money which Is go?

the disturbed condition of affairs In tho
