DECEMBER 16. 1882. t ; SS2S&S1RSS: 1 A I .C ft .kfflw5Sfc HI I 111 Rim..dlI.,rk.rliiipr.V.m...... BHftEil M W 1 A special telera n to the Post and Tribune says: "The question of river and harbor im provement!, aad future appropriations thurefor nmm ro lt agitating the minds of many conr ss.uhu just at present ami bi Is fair to Iwoiue of as much im portau itj .is tiie question- of tariff and in ternal revenue reduction. Mr. Randall has a resolution which be will offer at the first opportunity, calling upou the President for tin following information in reference to appropriations for rivers and harbors, viz: The aggregate amount appropriated since the beginning of the government; annual appropriations from the beginning; aggregate and an nual appropriations for each particular work; statements of the benefits to com merce of the several works, setting forth the navigable capacity of each stream before and after improvement; whether any stream has been improved, not com ing under the definition of "navigable" as laid down by the supreme court of the United States; and whether any improve ment has beeu undertaken outside the limits of the United States." A good instance showing the benefits derived from these appropriations is our own harbor. Without the appropria tions Cheboygan would never have amounted to anything in a commercial point of view. Without Cheboygan this portion of the state would have been a wilderness for years yet to come, and there would have been no inducement for the building of a railroad. With the appropriations we are securing a harbor that is not excelled on on the lakes and Cheboygan is rapidly coming to the front and bids soon to becomo one of the most important ports upon the lakes, between Port Huron and Milwaukee. The business of the port has increased each year since the harbor was made navigable, and the future is more prom ising tltau ever before. Already the formation of new and important lines of steamers, that propose making our Tillage one of their poiuts, are being agitated and the prospects are that next season will see our shipping facilities largely increased. The importance Che boygan has gained by the improvement of the harbor has been one of the great means to induce immigration to our county, and as a consequence fine and productive farms are being carved ont of the wilderness by industrious set tlers, and we predict that it will not be many years before the agricultural in terest becomes a predominating inter eat. Beforethe improvement of the har bor our town was scarcely known, now it is attracting the attention capitalists and its manufacturing interests are be ing increased each year. TKIFLKN. It is the late cat that catches the early boot-jack. Dogs are more hardy than men. They can go without their pants in winter. A man in the south recently ate, for a wager, a pound of sawdust. This is a new way of taking board. Twenty thousand messages are trans mitted daily by telephone in Cincinnati affording occupation to several hundred sweet-voiced young ladies. A facinating young lady at a party was asked if she ever read Shakespeare I She replied, "Of course 1 have. I read that when it first came out." A Chicago chap advertises for "several Bteady girls to help on pantaloons." A fellow who can't help on his own panta loons ought to be ashamed to want girls to do it. It is said that New York women are buying photos of Mrs, Langtry. This is a useless expense. If they will wait a little while they will find any amount of them in their husband's coat pocket. The stage-driver on a mail route in Ar izona has resigned. Masked robbers have filled him so full of bullets that he intends to lease himself to parties who have been prospecting for a lead mine. The sting of a bee, it is said, when compared with the point of a fine needle under a powerful magnifying glass, is scarcely discernable. That is not the surest way to go to work to discern the -ling of a bee. A gentleman residing at Hardin Springs, Ky., who has lived to the ripe old age of 161, wholly indifferent to a certain scriptural injunction, has just taken out a marriage license and will endeavor to make amer.ds for lost time. A prudent citizen of a Vermont town went and plugged the lock on the hand engine house, so the next time there was a fire in town It took the firemen so long to get the engine out that they didn't arrive at the scene of conflagra tion in time to do any harm. Josh Billings recently said: "Humor must be based on truth. It is because a thing is ludicrous and at the same time true to nature that men laugh at It. Now, Artemus Ward was not a hu morist but he was the drollest man the country has ever produced. Writers who make their effect by hyperbole are not humorists. Genuine humor lasts forever, because it is true. You soon tire of hearing a man tell stupendous lies.
