Either America and Western Europe must fight Russia at this time or concede to her all of Asia." These were the startling words ut tered in New York recently by John Brisben Walker, the well known mag axiue puuusner. continuing he said : "Few people understand how insid iously Russia has been moving ber forces up against tbe barriers of Per sia, India and Cbina. Year after year Russian army posts have been ad vanced, reinforced, built into large commands ifntil today Russia is ready to attack not Cbina alone, but along ber entire frontier line in Asia. This puts ber iu a position to capture China, India and even Persia, unless a determined front is put up by tbe J entire world. It must bave been apparent for some time to an ordinary observer nf events, oven though he may not be a close student of history, that Russia has been reaching out ber governmental tentacles, grasping everything in her reach, with tbe apparent object in view of becomiug the ruling world power. Her position iu Manchuria has shown ample evidence of this. It has been apparent from her first occu pancy of that treritory that she in tended remaining there. But what governments will resist the encroachment of Russia ou China or other Asiastic territory? Has tbe United States sufficient at stake in tbe far east to involve ber in a war witb Russia? The outlook at present is that bos- "'" win occur between Japan and Missia but Japan does not bave tbe naval and military strength to cope successfully witb such a formidable opponent, although in proportion to numbers she no doubt excels in naval and military prowess. Tbe outlook is that if Russia sees anything she wants, she will just take it without even as much as saying to the other world powers "with your leave, " and there will be none to interfere. A NOTE OF WARNING. The latest issue of Henry Clews' weekly Hnanical review contains the following significant -tntement : "Outside of Wall street the only cloud ou tbe horizon is in i In- indus trial situation, where then is a feel ing of hesitancy owing to the high costs of productiou forced by the de mands of labor and by high priced materials. It is this fact that strengthens tbe impression iu busi ness circles tbat an industrial reaction of more or less consequence is iu front of us. Perhaps a reasonable recogni tion of tbis fact on tbe part of both capital and labor will facilitate read justmeut. No sane person ever ex pected tbat tbe abnormal activity of tbe past few years was to continue uninterruptedly. Tbis does not mean tbat a precipitate fall is to be likely aud desirable. Readjustment to a ; lowef evel of d t not neces sarily involve depression and loss, be cause, to a very considerable extent, it is certain tbat enterprise and indus try would revive under a moderate recession in costs, and tbat tbe indus tries of tbe nation would be upon a more ttable basis if upon a lower level." Some of tbe older readers of the papers will recollet tbe killing of Millionaire Rice in New York. It .va ease of poisoning finally traced to a lawyer named Patrick, who was tried, convicted and scutenced to! death nearly two years ago. The case, however, still hangs dangling on ai string of technicalities before tbe' court of appeals, and it now appears I that the criminal may escape justice! through some fault iu fprocedure. i This is the kind of trifliugthat breeds j mob law and makes men tolerant of I its awful cousequeuces.- Republican.
