It is believed the rebels will abandon the town when the fed erals approach, as the latter carry one field piece and two machine guns. Although President Taft mighty be unwilling to disapprove the constitution of Arizona, because of the pro vision for the recall of judges, he is seeking to find a way by -which it can be stricken out by the people themselves. He has consulted frequently with Attorney-General Wickerzoam, and has concluded it unwise to disapprove because of this one clause. To Chairman Tlood, of the house committee on territories and Repre sentative Houston,of Tennessee, the President today outlined his scheme. He proposed that the constitution be approved and later the people of Arizona under its constitutional power, shall propose an amendment per mitting the recall to apply to all officers now mentioned except the judges. If there be a sentiment against the recall of the judges, the submission of the question to the voters will reveal it. Flood offered a- counter proposition. He showed the President 'a pro posed amendment to the enabling act providing for the admission of Ari zona which would obviate the necessity of; executive approval of Arizona's constitution and make congress alone pass upon it. CABINET TO CONFER. (Special to the Journal -Miner). WASHINGTON, D. C,. April 10. Chairman Flood of the house com mittee on territories consulted with the President today regarding changes in the Arizona house joint resolutions. The President said he would sub mit the whole question to the cabinet tomorrow. If changes should be once started, then the house, senate, President and cabinet may make changes with, certain delay in action, and delays are dangerous. Republican leader Mann will report to the Republican members of the house committees tomorrow and to the senate committee on Thursday. Delegate Cameron introduced a bill appropriating $15,000 to purchase a Nathan Straus pasteurization milk' plant in "Washington for the benefit of tho children. Cameron introduced Tom Campbell and his wife to President Taft today. Twenty Lose Lives When Boat Capsizes By Associated Press. VICTORIA, B. C. April 10. It is believed that twenty lives were lost by the capsizing today of the little steamer Iroquois plying between Sid ney, Vancouver, Iceland and the Is lands of the Gulf of Georgia. PHOENIX, Ariz.. April 10. The Board of Supervisors today issue! twenty saloon licenses for Phoenix and four for Tempe. Three saloon in Phoenix and one in Tempe hava had the field to themsolves for tw weeks on account of the reclamatiom service camp being established with in six miles by operation of 'the leg islative enactment preventing the is suance of licenses within that s tance from any camp where twenty- five or more men are employed. The reclamationists moved their camp yes terday. (Special to the Journal-Miner) PHOENIX, Ariz.. April 10. Stand ing room" in the Hoffman and. Caan saloons took a sudden slump in volae this afternoon when the board of supervisors granted twenty liquor li censes in Phoenix and four in Tempe. All the loeal saloons which were re fused licenses because of the recla mation camp at the joint head dam have already reopened or will do so before 6 o'clock today. The reclamation camp was moved early yesterday morning to a point outside the six-mile limit. Bright and early today the saloon proprie tors filed their applications with the board and the supervisors agreed t pass upon them all at 1 o'clock. At that hour the room was jammed wjth an anxious throng. Thoogk they had every reason to believe that their applications would be granted, tho liquor men could not feel easy until they had their licenses in their pockets and knew for a certainty that they had nothing to fear. There was little discussion. Th supervisors knew already that ta camp had been moved, and that there was not another force of twenty-fiv men or more employed on public work within six miles of Phoenix. They saw no reason for refusing th great bulk of the applications, but announced that those of J. B. Dough erty nd Joe Filisetti of Phoenix aad John J. Dunn of Tempe would be. held for farther consideration. Filisetti ownea the Porto Rico sa loon, which was refused a lieeas a year ago because of the general reputation of the place. It has beem closed ever since. Dougherty has ac quired tho California Wine House, Prosper Bordino's wholesals establish ment, the license of which the super visors refused some months ago t renew. Dunn wishes to start a new saloon in Tempe. LEADER TO ILLNESS felt his pulse and two minutes later announced that the was dead. He was unconscious all day except at 6:30 o'clock, when his wife, daughter and son bending over him roused him sufficiently to open nis eyes.
