lay before you the preneat fiuaticial condi
tion of yon 'tit j, together will other mat
Cctb that you no doubt feel a deep inter

tho honor of acting a Mayor of your city,
I luivo been, dilieutly at work, in connec
tiow with tho Board of Aldcrnien,- tQ- as
certain, if possible, the coudition of your
city affairs, financially aud otherwise; and
1 would here Plate that, owing to circutu-
Ktancci with which yon arc all familiar, it
ha been no easy task, and but for tlu! cn
crirctio arid efficient- aid of the board, and
other officers of the corporation, even the
approximation, (at present nothing more
i nrouiiicd), could have beon effected.'
Since 18C2 until the present revenue
rear (frotn the 1st Febrnary to last of Jan
uary), no taxes have been aMosaed, and
coiiHeqnontly no taxes for 18G3'4 has or
ever will be collected. The tax Hut for
18G2 was placed in the Lands of the pro
per officer for collection, who proceeded to
collect until the affairs of the whole coun
try, and particularly the affairs of your
city, inoideut to the fall of Fort Donelson,
prevented anything like collections or in
uny other manner properly conducting the
municipal affaire of your city. Manjjr,
however, paid , their taxes for 1562 in

or not, under all, the circumstances, it
would be riirht and proper to collect the
taxes for 1802. A petition signed by a

been laid before the Board of Mayor and
Aldermen, assigning many gopd reas.ons
why tho tax for 1802' 'shouW noi lie 'col

think it best that the financial condition of
tho city be laid before you. You will
then be Ttrepnrc'd, with the facts on bbth
rides of the question, to decide the matter
lor yourselves at our municipal election,
which comes off the lut Satuid ly in next
month by writing oti your tickets "Tax
