HER PRESENT AND FUTURE, AS

'From the New Orleans Picayune.
We suppose that no people Were ever

gftiiTuI government. Tho evil coined
enormous, unondurablo; and thousand of
our very best peoplo, who had only voted
In these election inve the War, sunk back
Into tho despair which had dictated tnclr
provinui neglect to tuko tlutt actlvo Inter
est In their political nlniirs their stern duty
required. Oar people, however, bavo
risen up to vlndicato their rights. They
havo acted with adtnlrablo dLcret'on and
energy.
Thy hardly expected relief from tbo in
trrvcntlon of the president; but their up
pral whs fcarle.'t and digniUed. It ac
complished one great object It showed
him to huvo boon ono of tho conspirators,
from tho shifts to which ho resorted to do
nothing, when lit.lo was asked, but that
lie should havo an nutboritativo considera
tion of facts or aid the peoplo of Loulsir
ana in obtaining it either from congress or
tbo court of the United States. Ilu doll
cacy would not allow bim to approach
others upon tho subject or do anything
hlimolf, while- tho chief actors worb bis
own employes In tho custom-house, or
other departments of bis government In
this stato. This development gavo spring
to tho chola-auhjcot and to-thu public
jitcm, n me vnu ana uariog usurpation
ofJudgo Durell, supported by tho federal
bavoneU, was not a subject which . re
quired Investigation by the president, that
might bo the very-rea.on why it st'ould be
Inquired Into by everybody else. A state
stood in the lobby of congress. She
showed that her rights woro tho rights of
all the states. If her independence and
self-government could bo wreilod from
her by a federal judge, backed by federul
bayonets, all thu governments ol nil the
other states could, in llko manner, bu
overthrown, and tho oxeoutivo ut Wash,
ingtou could appoint all tho official uf nil
tbo atatci. Nut law, but thu will of an
emperor enforced by bayonet), would then
bo the govoanment of the country. Tho
public press of tho North and West seem
to bo aroused.
Now, wo do not ventuto to predict a
complete redumption from tliu political
slavery under wnich wo havo been labor
ing for tho last six years. Tbo govern
ment of tho stato ot Louisiana has not
been ruthlessly thrust and demolished by
thu executive at Washin ton for
nothing. She is tho li r.t statu
crushed ; but, because it is
nut intended that alio shall be tho last, alio
will nut bo allowed to arise if that execu
tive can prevent it. Rut wo do expect
good to cuino from this contest to thu peo
ple of Louisiana und tho South. Congress
lias treated tho Southern slates hitherto us
provinces; but for thu pre'idenl to do tho
same thing is a very diuurcnt mutter.
Too ono implies that congress is sover
eign ; tbo other that tho president is sov
ereign. Tills constituted thu first split between
Fre.idenl Johnson and tbo cjngress of the
United Stules. With toveroii'uty in con

floial, Wo all in New Orleans ciipecially,
tnuit remember huw long, how bitter and
uncompromising was a co tain portion of
the unti-Ittdical party in tho nomination
of tho candidates to bo supported. The
cause of this difficulty is now, in part at
least, seen. Tho corrupt clement in the
Oiituitrvativo party will slough off to the
Ittdlcal party, or bocomo useful members
of tbo Conservative party of Ilia stvlo.
Tho I'i'ht reflated from thn Northern

will raise a committee on him, it bo were
to bo elected a senator from Louisiana,

not want the 'TinW. nor thn 'Times' him,
with such u prospect beforo him, the result
must be a greater union of all good and
true men for tbo redemption and salva
