Matox Medi'll of Chicago, has prepared
a bill edlltled: "A bill for an act in ro-
'gardtothe aueMment and collection of
'Uzei in incorporated cities, towm and
villages for the year A. D. 1872, and
' prior yean." It is the intention of the
mayor to bring thli measure before the
legiilature at it preeent session. The pur
pote of the bill ii to legalize Mioiimenli
heretofore made under the provisions of
city charters in conflict with the law of
the state regulating assessments of prop
erty. In-Chlcago the state valuation of
property Is only $75,000,000, while tho
city valuation is $283,000,000. The gen
eral revenue law allows the collection of
sixty mills on the dollar, which would give
tho city about enough revenue to pay the
interest on its bonded indebtedness, but no
more, while twenty mills on the dollar,
the limit of taxation allowed by tho city
charter, collected on the city assessment
would give the city enough revenue for
all purposes. In Cairo the question was
sprung in the collection of the tales of
last year, we believe, and gave the author
ities considerable trouble. The effect of
the bill, if enacted into a law, would be-to
legalize what several cities have already
done, and, in the language of a Chicago
paper, "authorize a completion of the tax
business on the plan so far acted upon."
If this can be done if a legalizing law
can legalize an illegal proceeding on the
part of the tax-collecting power, we do not
see why the mayor's act should not be
come a law.
