A resolution has been adopted in tho
Illinois homo touching a matter of much
Interest to many towns in tho state, among
them our neighbor, Carbondale. Tho
resolution refers to a lato decision of
tho suprome court, by which "all tho acts
'of tho general assembly authorizing mu
' nicipal corporations to inako donations
' for tho stato reform school aro declared
'unconstitutional, and all bonds issued for
' such donations, and taxes levied to pay
'the same, aro declarod unconstitu
tional and void." As soveral other
stato institutions are affected by tho samo
decision, it Is proposed to appoint a com
inittoo composed of momburs of both
houses, to look into the matter Hnd ascer
tain how the interests of tho stato aro affec
ted by tho supremo court decision. Nearly
all the stato institutions have been se
cured to their locations by local sub
scriptions', many towns biddi-ig far be
yond tholr means In tho competition to
get tho asylum, or university or whatever
the Institution way bo which tho stato is
thus selling at auction to tho highest bid
dor. And whon it is secured, in most
Instances It Is found to bo a burden
and a drawback to tho community which
workod so hard to havo it located in tholr
midst. Its construction invilsk labor, but
it also increases tho tax-paying burdens of
property-boldors and thoro Is no jossatlon
to theso, oven if tho building remain In an
unfinished stnto for a long or a short time,
thus delaying tho benefits expected to bo
derived from It, and whilo Increasing Its
taxos.dcpreclatingltsvoluo. If tbolnvestl
gating committee shall colneido in thu
opinion that tho acts by which local sub
scriptions woro aceeptod by tho sUto aro
void, all local bonds uro worthless,
and sevfral towns will havo heavy burdens
lifted off them. The burdens will bo
transferred to tho stato, and will not bo
light, porhaps, even for Its moro capacious
shoulders. Rut If the result should prove
the aboliihmoDt of a pernicious custom,
the experience would not bo too dear.
