justice of her claims in the most posi
tive and uuiiiallified terms. His .state
ment is worth giving in his own words:

On or about the IJOth of November,
J'i, Miss Carroll as stated in her me
morial, called on mc as Assistant Sec
retary of War and suggested the pro
priety of abandoning the expedition
which wasthen preparing todescend the
Mississippi river, and to adopt instead
the Tennes.-ee river, and handed to me
the plan of campaign, as appended to
her memorial, which plan submitted to
the Secretary of War, and its general
ideas were adopted. On my return from
the Southwest in 17'', I informed Miss
Carrol, as i-hc states in her memorial,
that through thu adoption of this plan
the county had been saved million", and
that it entitled her to the kind eoiisid
ation of Congress.

tee of the Senate in the XLIst Con
gress, after maturely weighing the case,
reported through their Chairman, Sen
ator Howard, of Michigan, that Miss
Carroll had established her claim.

the most remarkable ones which has
