Gentlemen Some time since I was re
quested as Mayor of city of Cairo, by a
couYcnuon neiu at vicvsnurg, Missis
sippi, composed of prominent railroad
men. merchants and citizens ot Southern
States, to appoint one or more delezates
to attend any subsequent meeting or
meetings oraereii uy saia convention,
One such meeting has been held at Xuiv
Orleans, and adjourned to meet snortiy
elsew here. The object of said meetings
is to memorialize Congress to give aid
lor the improvement of the Mississippi
levees In the Mississippi Valley, thereby
making thu soli adjacent valuable to the
owners and the general government a a
tax paying community. Souther Illi
nois, and especially Cairo, being del ply
Interested In the movement, I deem it my
duty to-ulghl to appoint a committee ot
three persons to attend said meeting ; to
use their Influence in the cause and to the
Interest of Cairo. In appointing said
committee, and recommending the con
firmation ol the "ainc, I do so In the be
lief they arc proper persons to repre
sent the city of Cairo aud the Stato of
Illinois amongst our Southern brcthoru.
I will, therefore, by and with your con
sent, appoint as said committee Capt. W.
M. Williams. Col. I. li. Hudson aud Maj.
Edward llalliday.
In appointing these eitl.cns as the
committee or delegates, I do so, that they
accept lite appointment wllh the under
standing that the city is not to he at any
expense by said appointment whatever,
but that transportation will bo provided
