For a long period tlio managers of lot
teries in the Tsrious states aud their agents
in this city have used the New Y'ork pont
office as a medium of communication with
the public. It affords security to swindlers
and save office rent and personal contact
with people who buy ticket and lose their
money. In consequence of numerous com
plaint postmaster James derided to flop
the bu-inepe, and on July first Issued tin or
der that on and after that date boxes would
cot be rented to lottery agent, and that all
moneys received on account of lotteries
would be retained and returned to the

the many complaint in regard to the
"Wyoming Lottery," which ha been ex
tensively advertised. IVople who have
purchaed tickets cla'ui that there lia been
no drawing, and that if there has been, the
prizes have never been made apparent.
The manager of the Wyoming lottery Is
Mr. J. M. Pattee. He was formerly the
mur.acer of the Omaha Temple lottery,
which was known a few years ago a a gi
gantic fraud. Mr. l'attee sent out 10,0.0
circular through the mail. When stopped

S. Head, he flooded the country with cir
culars, recommending purchase! of tickets
to send money by exprci.
This action of tbe New York postmaster
stirred up tbe lottery men to action and
they proceeded to Washington and made
complaint to the Postmaster General. In

letters through the mails, which in a great
measure enabled them t) continue tbe
business. Ibe postmaster communicated
with tbe Washington authorities, and con
gress took the matter in bund. The result

congress and approved by the president :

ing out "illegal" iu the lir-t line of said
Tbe section, as amended, will read as
.Sec. 4 KM. That it shall not bo lawful to
convey by mail, nor to deposit in a post
office to be sent by mall, any letters or cir
culars concerning lotteries, so-called gilt
concert, or other similar enterprise otter
lug prizes or concerning avheme devised
and intended to deceive and defraud the
public for the rurpose of obtaining money
under false pretenses, and a )eualty of not
more than (500, nor not less than s100, with
cost of prosecution, i hereby imposed, up
on conviction in and federal court of tbe
violation of thi section.
It will be observed tint by this amend
ment letters and circular rcUting to all
lotteries, without regard to the character
of such lotteries, are declared unmailable,
and that the depositing of such letters or
circulars in the post office, to be sent by
mail. Is an otic use to be published, upon
conviction, by a tine of not less than tloo,
nor more than ?joo, and the cost of prose

Kentucky State Lottery, the Louisiana
Stat Lottery, the Havana Lottery of the
Island of Cuba, and the Kentucky Cash
distribution company, AU of these have
done a vast business through the New
York post office.
Since July riret the postmaster has stopped
many thousand of letter addressed to tbe
above Wyoming Lottery, containing sums
varyina from tl to f iQ, and is receiving
large sums daily. This, ol course, baa been
a severe check to the business of what are
considered quar" lotterit .
In a conversation with one of the promi
nent agent of the Kentucky Lottery yes
terday be stated the law did not apply to
them, for the lattery was legitimate and not
gotten up with the "intention to deceive"
the public ; that tbe law, now that tbe word
"illegal" ba been eliminated, only applies
to coucern that are manifest swindles.
This will be an interesting point which tbe
managers, Simmons & Dickinson, propose
to content with the post office authorities.

chartered by the slate of Louisiana.

dull ; the pupils dilate J an azure semi

the nose is irritated, swells, and some
