the reconstructed States a necessity for
giving to the white citizens their full share
f political power, after these States have
leclauned their right to organize and aim
a militia, which cannot well be kept from

speech of Senator Ferry, of Connecticut,
on Tuesday, in support of his bill to re
move the political disabilities imposed by
the reconstruction laws, presents clearly
the views ttiat ought to prevail, and we
think arc likely to, with the present Con

in which leading Eepublican jour
nals of the North and West have
met this question. There is no
doubt a strong desire on the part or
a largo number of llepublican Sena
tors and Representatives in Con
gress to adopt such a -measure as
that proposed by Gen. Ferry, and

an amendment of the constitution
of the United States establish
ing universal manhood suffrage
throughout the United States. It
is simply a question whether the
part" in power in Tennessee will
lag in this movement until enfran

people, for it will certainly come.

manifesting itself all around us, or
will they give ear to the counsels ol

idea of perpetuating the leasehold
