Politics is in a transition state, or rather chaos broods over the face of the political deep. We think the disintegration of the Republican party is surely taking place. The seeds of corruption are planted in its body, -and a corrupt tree cannot bring forth that which is incorruptible. Ncr do wo know yetwhat is to come of its overthrow. We look to Adams, of fcfais.cbusetts, for light; he is cold and passive as a sphynx. We turn to Hendricks, and there is no re sponse. Stephens, of Georgia, has answer ed in abstractions, but there has been no bugle note by which the clansmen can be gathered, and no lino of policy foreshadow ed by which the people can walk in safety. Whispers of a resurrection of tbe old Whig party reach us, and 'smallmen" are en deavoring to breathe life into a body which Clay and Webster could not keep from dyiog, and unless it is tenderly watched over by some 'intellectual giant" we shall expect this fresh venture to collapse more readily thau Prof. Wise's balloon. Tho effect of this action was to enable solvent concerns to convert their assets into money temporari ly and without any sacriaco to themselves The stock exchange is ordinarily simply a medium for converting securities into cash. In the prevailing panic the scarcity of mon ey prevented this from bsing accomplished, securities being offered for sale at constant ly decreasing prices without buyers,ucle3s at enormous loss to tne sei.ers. ay ine issue of the bank certificates any bank can realize money upon its assets, and will ba thus able to extend to its customers all tht ac commodation for which they can find se entity without compelling the sale at a sac rifice of the assets onerrea.
