We therefore. ask all who ivd a desire to have a loyal newspaper published in this city one which will brin? to light hundreds of crimes and outrages committed by tho rebels during their asrendancy overrun, and which the guilty authors believed would never be 'brought to light to como up immediately and sustain us, by sending n ftubscri'ions and adver tising. It will be of infinite importance to the Union cause in Ibis State to have an uncompromising Union journal pub Iished at tli capital of the State. The task of conducting such a newspaper will be a most arduous and responsible one. Hut we have laid OUT hand to the plough, an 1 we wish to do our work well and honorably. The prepayment of drop letters is no longer optional, but all such letters not prepaid by stamps, are sent promptly to the Icd Letter Ofliee at Washington. The law requiring notice to be given of unpaid letters is repealed.
