Treasury's report has not been received. It

The Secretary of the Interior suggests a
general law reserving auriferous silver and
cinnabar mines from Kile, for the nse of citi
zens under Congretfeioual regulations, leaving
lands containing copper, iron, lead and coal
subject to the ordinary laws for settlement
and sale. He recommends a land office in
Utah and the extension of the preemption
law to that Territory.
The Secretary of war says,: a permanent
peace has been established with the Indians
on the Pacific by treaties. The war in Tex
as he considers as just begun and will proba
bly be fierce and lasting. A strong force is
still required in Utah to suppress insubordi
nation. The paymeut of the claims of the
Stats for volunteers is recommended The
