It is said that the parties moving in this matter do not desire the new charter to become a per maneney, a a they are opposed to many of its provisions, .but wish it promulgated with thsehape taeor ing certain amendments from the next General Assepmbly. Adopting the views expressed by a friend, wr( would suggest that this plan may not result as its origidators anticipate,' and that a much better method of accomplishing the objects in view would be to prepare a new form of charter, embody3ag thd desirable provisions of the old and omitting those which are obnoxious, and trust to oar Representatives in thebeoming Assembly <to secure dtt 'easetent into law. Unless the parties referred to prefer the unsigbed charter to the one nqw ia force, they had best not present their petition, which may be the esans of brining upon them jest what they are seeking to avoid.
