REPUBLICAN Judicial Convention, 4th Circuit of Ohio, A Republican Judicial Convention will bo held at Chllilcothe, Wednesday, Jnnc .10th, S0 at 1 o'clock p. ra., composed of delegates from the several counties of the Fourth Judicial Circuit of Ohio, for the purpose of nominating a candidate for Judge, to cijrve six years from February, 1887, and fur thd transaction of such business as limy come before it. The ratio of representation will be 1 delegate for each four hundred votes cast for Hon. J. B. Foraker in 18S5, and 1 delegate for a fraction of four hun dred, over two hundred, which said ratio gives : VOTES. Prohibitionists,accepting the Democratic persuasion that Republicans are warring against prohibition, hare joined them selves to a party whose very platform is soaked. with beer. A new work published by a gentleman in Chicago on the subject of prison sys tems is attracting attention from thought ful people everywhere. The volume un folds some common sense views about the evils of the present method and makes some careful hints about the State's duty to her convicts. He holds that a government is in a great measure responsible for crime committed in its domains if it allows soloons and gamb ling hells and nursesies of vice to exist under its protection, depriving its citi xens of the benefits of education and training them to deeds of infamy; and he clearly demonstrates that so long as a State nurtures the seeds of crimo she participate in the crime, which devel ops and spreads under her fostering care or wilful negligence. i v It wfts expected that the Democracy would immediately set up the howl thai I the Dow Law 'was unconstitutional.
