Equalization of Bounties.
The queaijcu of the "Equali
zation ol Bounties" ii again be-foreUongresa.-Mr.
(Juuckel, ol
the House bas reported a till.
Which is good, aud covers the
ground exactly. It should be
passed without delay. The law
of quit "equal and exact
justice" demands that one per
son doing the same manner ol
service should receive as much
compensation and reward as
another. The war-beaten vet.
eraui who enlisted under the
first calls in 1S61 are worth as
much as those who enlisted in
1863 and 418G4. ' Let no parsi
mooious plea of economy be
entered. Our Government ha?
been quite lavish in its liber
ality in granting subsidies to
railroad and other corporations;
therefore, let it not neglect its
duty to those who stood by it
in the hour of need. There can
be no stability in our Govern
ment without patriotism, ''and
the history of the world in all
ages proyes that the nations
that have encouraged and re
warded patriotism most have
enjoyed the greatest prpsp'erity.
'The House : Military Com
mittee have authorized Mr.
Gunckel to report a bill to
equalize the soldiers' bounties,
which he litis done. The
bill has - beea long and
carefully considered, the ' com
mittee having taken testimony
of. .'the 1 Paymaster General,
Oonptroller,' Second Auditor,
and others. '
It provides for the pttymant
or $3 33 par mouth for all the
.time ot service, deducting the
bounties already paid. In case
the bounty amounts to $100 or
over, the soldier may at his op
tion take a warrant for 160
acres of land, for which be
may, without residence or set
tlement, obtain a patent. It
also provides that the wilows
or m'.nor children of those who
enlisted for a period less than
one year, and were killed or
died in. the service, shall re
ceive $100 bounty. Tin's class
has never been provided for.
The bill, it is believed, is so
fraoied as to. cover all deserv
ing cases, and yet so well guard
ed as to make the total sum re
quired much less than any pre
vious bill.
