Starts in The Telegraph Tomorrow Police Get First Clue to Perpetrator of Bomb Outrages in New York By Associated Press New York, Nov. 16.—Meyer Schloss, an attorney, who was in the Tombs courtroom Saturday morning; when a bomb, was discovered just in time to prevent its explosion, has given the po lice their first direct clue to the possi ble perpetrator of the crime. Schloss told detectives that he was walking from the front to the rear of the room when he saw a slender, smooth-shaven man of about 35 rise hurriedly from the third seat from the back on the right, under which the bomb was found a moment later, and walk rapidly to the door. The man seemed very nervous, he said, and wait ed a short time outside of the room. Schloss said that he asked the man what was the trouble and he replied that the judge "will get what is com ing to him." Schloss further declared the man waited until Policeman O'Connor ran into the hall with tile bomb and ran down the corridor. The lawyer pur sued the fugitive but was unable to detain him. The arrangements for the confer ence are completed and Governor Tener is expected to return from Monessen in time to make the speech of welcome. There will be some fa mous men and women to speak at the Capitol during the morning and sec tional meetings will be held in the afternoon. At night the safety councils will have a meeting to show what is be ing done in various parts of the State. The local committee had not com pleted this afternoon the list of theaters where the films will be shown to the school children, but everything will be worked out by to-night. The street cars will display warning signs and the policemen will wear "Safety First" badges. Says Germany Is Unable to Bring Up Sufficient Reserves to Win War Paris, Nov. 16, 7 A. M.—The dimin ishing Intensity of the German assaults lin Flanders is due to some extent to severe weather conditions. The flood-l ed section is increasing in area as a result of the continuance of heavy rain and the country between Nieu port and Dixmude is a vast swamp in which guns and ammunition wagons abandoned by the Germans lie em bedded and in which float countless I corpses. The Germans have been Washed out of their trenches In sev eral places, says an eye-witness who has just returned from the front, but they continue* to send an occasional shell to the French trenches.
