"We think it is a much greater 'shame to waste the material, without -which we would be obliged, lrom necessity, to limit our con sumption of paper. Though the quantity of rags furnished by each family be small, yet if all will eave them, the aggregate will be immense. This -must be done, if the price of paper is to cohtinueso that ue may enjoy its benefits. If it is not- made from-tlm comparatively worthless material, manu facturers must ue that which is more costly, and charge accordingly for paper. Wesay, then, to all save your rays, end start them -towards the paper mills. Zanes. Aurora. FROM THE CIXCDiXATI EXQDIBEU THE PACIFIC RAILUOAD. . It is with regret that we notice our friend of the Democrat at Louisviiie, Tigorously opposing the ; plan of the government building; a railroad across its territories to the Pacific which, it is conceded, is the most important enterprise of the day for in our judgment, neither its expediency iior constitu tionality can 4c justly called in question. We make the following estract from a latu number of the Democrat'. "There is very little difference of opinion among the editors of the Democratic parly in the Sonth- ' ern States on the subject of the Pacific railroad. They are against its construction by the Federal Government, with great unanimity. The Demo cratic press of the Northern States has not general ly spoken yet; but we apprehend a good deal of unanimity on this subject. The Democratic party will never commit the Federal Government either directly or indirectly, to the construction pr man agement of such a work." Now we ben leave to differ with tho Democrat in its opinion that the "great-majority of tho Dem ocratic editors in the Southern States" we opposed to the Federal Government coustruoting a railroad through its territories for we think, with the ex ception of a few in Virginia, that the most of them coincide wilh the views expressed on that subject by Messrs. Davis and Guthrie, in their Crystal Pal ace tour. Even tbg Charleston Mercury, the organ of those men who have heretofore been the most distinguished for their striet construction of the constitution-notions, is clear and decided in its opinion that the Government has the undoubted light to build the road proposed, and is only in doubt about its expediency. We apprehend that the Democratic press and the Democratic party in the Northern States are nearly or quite unanimously convinced, that there is notluug in the Democratic creed upon the subject of internal improvements that eonlhcts with tho General Government build ing a railroad through the territories of the United Stales that itls as clearly authorized by tiie con stitution lo do it as it is to erect a military post or a ship of war. Congress has exclusive ecverein jurisdiction in the territories, and can build a railroad there with as much propriety as any State can construct one through its own borders. It appears to us that the constitutional question is looplain to admit ofnrgu inentor dispute. It is the duty of Congress to take measures Tor the common defence of the country, aud protect an' State by precautionary steps that is liable to invasion; and California and Oregon, separated from the Atlantic portiqnof the confed eracy, as they are, by an almost hupsssablo wilder ness, which would render succor exceedingly diili cultand tardy by Ihe General Government in ease they weie suddenly attacked by some hostile pow er, have a right to demand that the national legis attire shall guard against the contingency that we have allmeT to above. No fortifications that could be built by the United Stales at San Francisco or Astoria, or any other point in those Territories, would be half so efficacious and effectual protection as a railroad from tho Mississippi, which would place tlieni in speedy communication with the At lantic Siati s, and enable the General Government to transport any number of men, supplied with the munitions of war, ip an assailed or exposed point, that would lie nocesscry to repel the foroe that menaced the country with its presence. The Dem ocrat we'snppose will not dispute that it would be entirely cotifctilutional for Congress to construct ships and build lortsforlhe military defense ol'C.d ifornia and Oregon, and wo should like to know , what distinction can be drawn between doing that and adopting any other measures, within its legiti- 'niate sphere, calculated to subserve the same pur pose in a more certain and better manner. No one we believe denies Uie right of General Government to establish and oven a communication betwen tho Atlantic and Pacilic portionsof the country, subject to its jurisdiction, if said route happens to bo with out its own tefntories, and it is certainly very sin gular if it has not the same liberty to build a road over its own lands, where there is no pretense of any State having the least claim to sovereignty. From tlie western limits of Missouri to the east ern boundary of Calilornia, there is an intervening distance of fifteen hundred mile3of territory sub ject to tbe exehisivojurisdietion of Congress, over which it alone has the power to build a xailrbad or to provide for its construction, and to which the Doctrine of State Jtights has no application what ever.
