The policy in the United States in regard to the several Spanish American States is, or ought to be, well known now, after the expositiofl it has received during the last five year. We avoid, in Ml cases, giving encouragement to expectations which, in the varying cfurse pfjeyents, wo might find,: ourselves' unable to- fulfilbjand w6 desire to be known as doing more than we promise, rather than foiling short of our engage ments. On the other hand, we maintain and insist, with all the decision and energy coiialible with our existing neutrality, that the republican system whioh is accept ed by ihc people in any one of tlioc States shall not be wantonly assailed, and that it shall not be subverted as an end of a lawful war by European powers. We certainly thought U was an act of friend ship on our part that we obtained assurance from Spain at the beginning, and at the other stages of the present war; that in any crent her hostilities against Chill should not be prosecuted beyond the limits which I have bafore described. "Wo understand our selves to be now and henjeforth ready to hold Spain to this agreement, if, contrary to our present expectations, it should be found necessary. In' this we think we are acting a part certainly not unfriendly to Chili. It was thought "to be an act of friendship when we used our good offices with both parties to prevent the war. Farmers will not be required to make return of produce consumed in their own immediate families. 2. The farmers' profits from sales of live slock arc to be found by deducting from the gross receipts of nimats sold, the purchase money paid fqr the uws. If, animals baye been lost during the year by death or rob bing, the purchase money paid for such ani mals may Tie deducted from the gross income of the farm. 3. No deduction can be made by the form er for the value of services rendered by his rniuDr children, whether he actually pays for'aucTi rvices dr hot If his adult chll dren JWrVflu- him and receive compensa tion for their labor, they are to be regarded as other hired laborers in determining bis income. , 4. Money paid for labor, except such as is used or employed in domestic service, or in the production of articles consumed in the family of the producer, maV bededucted. 6. No deduction can be allowed in any case for the cost of unproductive labor. If bouse servants arc employed a portion of the time in producing labor, such as the making of butter and cheese for sal a pro portionate amount of the wages paid, them may be deducted. C. Expenses for ditching and clearing hew land are plainly expenses for perma nent improvements, and not deducted. 7. The whole amount expended for fer tilizers applied during theyear to the farm er's lands way be deducted, but no deduc tion is allowed for fertilizers produced on the farm. The cost of seed purchased fcr sow ing and planting may be deducted. 8.
