The law is at present causing:.consider able'.'additional- labor and expense for the railroad people. /' . , ■ ; .The last General Assembly passed a law requiring railway ; and steamboat . com panies to provide separate compartments for whites and .blacks. "This law- goes into effect July Ist, .'and" the railroads are busy making the changes rendered ne cessary. The -Southern, the Atlantic- Coast Line;' and the Seaboard-Air Line all have; the -separate cars how, a law re quiring them "to be run having been in operation in North : Carolina for some time. But the Norfolk and Wtesterri and the Chesapeake and: Ohio are at work making changes lin" compliance*" with the law. The North Carolina law requires that separate cars shall be furnished for the negroes,, but the Virginia law per mits, a partition to be placed in cars, a compartment for each race. Both laws provide that accommodations for whites and negroes shall be similar. Indeed, the civil rights bill, passed by the United States Congress soon after the war, for bid a law giving poorer : accommodations to -negro travellers. :• Another' law nov/ making trouble for the'railway companies is one enacted by Congress requiring automatic couplers to be used on all passenger and freight cars. "This law goes' into effect August. Ist. A railway man showed a Dispatch writer yesterday a number of circular letters from officials' of roads in all. parts of the country, asking that their cars on other roads be .loaded . for home in order that they might be fitted with the automatic couplers. Automatic couplers are already in use on all passenger cars and on many, of the freight cars of the various roads of the country. Mr. C. S. Hurd, ofi Augusta, vice-presi dent of the Chattanooga, Augusta; and Charleston Railway Company, who 'was in the city to attend the Seaboard-Air Line banquet,, went to New York, yes terday. Mr. Hurd is very confident of. the road's being constructed at an aarly. day— at least,' from Augusta to Charleston. Mr. E. Randolph Williams, of this city, brother of President John Skelton Wtl iiams, of the Seaboard- Air Line, is presi dent of the company. The route for the road has been run several times. It will pierce a. very wealthy section." Mr. Hurd is an unusually youthful man to occupy a position of so much importance, but he knows railroading from the bottom up. Every Seaboard Air-Line passenger train from the North was running- on time yesterday. Those from the South were each a few minutes late. The 12(J miles of new track from Rjchmond to Ridgeway, and the 107-mile link recently completed^ between Gheraw and Columbia compel lower- time to be made than will be made when the road has been thor oughly ballasted.
