A colorod woman, named Ella Leo, was

neighborhood or to tho cleanliness of any
lot that tho said lot should be connected
with a public sower, tho President of tho
Board shall notify the owner of the lot,
In writing, to make such connection, and
shall give such Information as will enable
tho owner to mako the connection in tho
most economical manner consistent with
the requirements of the Ordinances of the
city, and within thirty days after tho re?
