The attempted robbery here occurred
at the ticket offices of the Boston and
Maine this afternoon when a man who
had just, purchased a ticket suddenly
pointed a revoH-er at Cashier George ,
Ha'kar ordering him to give up ail j
the money he had. As Hackar was slow j
in complying the str?ng?? flourished I
the revolver again and ordered every
person in the office to get into a corner.
All complied except George Titcomh.
a railroad ticket agent, who had just,
entered. The bandit had vaulted over:
the counter to rifle the cash drawer!
when he saw Titcomb rush out the
door. Instantly ho went over the coun?

dashed into the street with the office
force after him. Then came a chase '
through the busiest streets of the city. ,
officers who had joined the pursuit not
daring to Are at the fugitive because
of the crowds. The man finally bolted :
into a barber shop. He had just ordered ?
"? shave in a hurry" after removing !
his coat and hat when an officer enteced !
and arrested him. He offered no re- j
sistance. The man apparently is about I
twenty-two years old.

building City.
DISCUSSION IS GENERAL
Union Passenger Station, Re?
moval of Showcases and Better
Street Cleaning Debated.
After having remained dormant for
many years, the Board of Public In?
terests was reorganised last night, and
if present (,!uns are carried out, it may
become again a considerable factor in;
the management of city affairs. I. rider :
the city charter i* has very broad pow- |
ers. though within the time of any of j
the present members none of these has;
been exercised.
President It Lee Peters of the Com-|
mon Council, is president of tho board '
ex-officio, and the members are' F'rom
the Common Council. Messrs. iiuber.
Sullivan and Walsh; from the Board of
Aldermen. Messrs. Selsen and Bliley ;;
citizens elected by the Common Coun- ,
oil: Messrs. Henry Lee Valentine.
Hurry Tucker and .loseph W. Bliley ;
citizens elected by ths Board of Alder-,
men: Mom I. Pose and J. T. Palma
tory. The board reorganized last night.
President Peters assuming the chair. .1.
T. Palmatory was elected subchairman,
and the second Wednesday night in!
each month at s o'clock set for stated
meetings
What < harter Provides.
At the request of members the clerk
read Section (A B. of the city charter,
which specifies that: "It snail be the
duty of said board to take into con- [
sidoration all works of internal im?
provements in existence, or which may
be projected from time to time; to look i
after the commerc ial, ir.dustiral and ;
manufacturing interests of the city;'
to watch over and take care of its con- '
nections. means of transportation und
communication with the rest of thej
country, and to make such reports and [
recommendations to the City Council
as will in their opinion best subserve
the different interests of the city of
Richmond.
In past years it was the specific duty
of the Board of Public interests to
nominate to the City Council suitable
men for positions on the Fire and Po?
lice Boards and for other city positions,
but this usage has been allowed to
lapse.
Some Suggestions.
The discussion last Bight was gen?
eral as to the powers of the board, it
being suggested that it might originate
such general improvements as an or?
dinance requiring removal of all show
cases and projecting signs on business
thoroughfares, back to tho property
Una, which it is generally believed would
have much to do with the improvement
of the appearance of Broad and Main ;
Streets. The committee may take up
seriously plans for a joint union pas?
senger station of all railroads, it may
consider an extension of the undci
ground district of tho city, removing
dangerous and unsightly overhead
wires, and it may prepare plans for a
more systematic cleaning of the streets
of the city, many of which are now
in neglected and deplorable condition.
All of these matters were broadly sug?
gested as a proper field for the activi?
ties of the Buard of Public Interests,
and without any decisive action the
board adjourned, to be called one night
next week by the chairman, when the
City Attorney will be invited to be
present and the i harter rights will be
moro lully explained.
