We publish below the Civil Rights
Bill as it recently passed 'the Congress
over the President's Veto : '
" Ha U enacted by the Senate and Hottse f Repre
sentatives of the United States qf America in Congress
assembled, That all persona born in the United
States and not subject to any fo-eigu Power, ex
cluding Indians, not taxed, arc hereby declared
to be citizens of the United States ; aud such citi
zens of every race and color, without regard to
any previous condition of slavery or involuntary
servitude, except as a punishment for crime
whereof the party shall Ave been duly convicted,
shall have the same right in every State and Ter
ritory in the United States to make aud enforce
contracts, to sue, be parties, and give evidence,
to inherit, purchase, lease, sell, hold, and convey
real aud personal property, and to full and equal
benelit of all laws and proceedings for the securi
ty of person and property as is enjoyed by white
citizens, aud shall bo subject to like punishment,
pains, ami penalties, and to none other, any law,
siututc, ordinance, regulation, or custom to the
contrary notwithstanding.
Sec. a. And be it further enacted, That any per
son who, under color of any law, statute, ordi
nance, regulation, or custom, shall subject, or
cause to be subjected, any inhabitant of any State
or Territory to the deprivation of any right se
cured or protected by this act, or to different
punishment, pains, or penalties on aceount of
6ueh person having at uny time been held in a
condition of slavery or involuntary servitude, ex
cept as a Dunishment for crime whereof the party
sball have been duly convicted, or by reason of
his color or race, than is prescribed lor the pun
ishment of white persons, shall be deemed guilty
of a misdemeanor, and, on conviction, shall be
punished by tine not exceeding one tnousana aoi
Inrs, or imprisonment not exceeding one year, or
both, in the discretion of the court.

trict courts of the United States, within their re
spective districts, shall have, exclusively ot the
courts of the several States, cognizance of all
crimes and offences committed against the provi
sions ol this act, and also, concurrently with the
circuit courts of the United States, ol all causes,
civil aud crimiual. atleetin-r persons who are de
nied or cannot enforce in the courts or judicial
tribunals of the State or locality where they may
be, any of the rights secured to tlicni by the first
section of this act ; and if any suit or prosecution
civil or criminal, has been orshall be commenced
in any State court agaiust any sucli person, lor
anv cause whatsoever, or against any officer, civil
or military, or other person, for arrest or impri
sonment, trespasses, or wrongs done or commit
ted bv virtue or muter color oi auuiorny aenveu
from this act or the act establishing a bureau for
the relief of freednien and refugees, and all acts
amendatory thereof; orfor refusing to do any uc
upon the ground that it would be inconsistent
with this net, such defendant shall have the riiit
to remove such cause for trial to the proper dist
triet or circuit court in the manner prescribed by
the 'Act relating to habeas corpus and regulating
judicial proceedings in certain cases,' approved
March three, eight ecu hundred and sixty-three,
and all acts auundatory thereof. Tin; jurisdic
tion in civil and criminal matters hereby confer
red on the district and circuit courts of the Unit
cd States shall be exercised and enforced in con
formity with the laws of the United States, so far
as such laws are suitable to carry the same into
effect ; but in all cases where sueli laws are not
adapted to the object, or are deiicient in the pro
visions necessary to furnish suitable remedies aud
punish offences agaiust law, the common law, as
modiiied and changed by the constitution and
statutes ot the State wherein the court having
j jurisdiction of the cause, civil or criminal, is
i held, so lar as the same is not inconsistent with
the Constitution and laws of the United States,
shall be extended to and govern said courts in
the trial and disposition ot such cause, and, if of
a criminal nature, in the infliction of punishment
on the part v found guilty.
Sec. 4. And be it furtUr enachd. That the dis
trict attorneys, marshals, and deputy marshals of
the United States, the commissioners appointed

bailing offenders against the laws of the United
States, the oliiiers and agents of the Frecdmen's
Bureau, and every other ollicer who may be spe
cially empowered by the President ol the United
i-tates, shall be, and they are hereby, specially
authorized and required, at the expense of the
L'r.ited States, to ii:.tiiute proceedings against all
and every person who shall violate the provisions
of this act, and catt.-c ln:n or them to be arrested
and imprisoned, or bailed as the case may be,
lor trial before sueu court ol tlie Lniteu Estates or
territorial court as by the act has cognizance of
the offence. And with tlie view to affording rea
sonable protection t all persons in their consti
tutional rights of equality before the law, without
distinction of race or color, or previous condi
tion of slavery or involuntary servitude, except
as a punishment for crime, whereof the party
shall have beer, duly convicted, and to tlie prompt
discharge of the duties of this act. it shall be the
duty of the circuit courts of the United States
and" tlie superior courts of the Territories of the
United States, from time to time, to increase the
number of commissioners, so as to afford a speedy
and convenient means for the arrest and examina
tion ol persons charged with a violation of this
act. And such commissioners are hereby author
ized and required to exercise and discharge all
the powers and duties conferred on them by this
act, and the same duties with regard to offences
created by this act, as tney are authorized by law
to exercise with regard to other offences against
the laws of the United States.
Sec. 5. And be it further enacted. That it shall
be the duty of all marshals and deputy marshals
to obey and execute all warrants and precepts is
sued under the provisions of this act, when to
them directed ; and should any marshal or dep
uty marshal refuse to receive such warrant or
j other process when tendered, or to use all proper
1 means diligently to execute tlie same, he shall, on
I conviction thereof, be fined in the sum of one
j thousand dollars, to the use of the person upon
i whom the accused is aiieged to have committed
the offence. And the better to enable the said
commissioners to execute their duties faithfully
and efficiently, in conformity with the Constitu
tion of the United Stales and the requirements of
this act, they are hereby authorized and empow
ered, within their counties respectively, to ap
point, in writing, under their hands, any one or
more suitable persons, from time to time, to exe
cute all such warrants and other process as may
be issued by them in the lawful performance of
their respective duties; and the persons soap
pointed to execute any warrant or process as
aforesaid shall have authority to summon and
call to their aid the bystanders or the posxe com
itatus of the proper county, or such portion of
the land and naval forces of the United States, or
the militia, as may be necessary to the perfor
mance of the duty with which they are charged,
and to int ure a faithful observance of the clause
of the Coustitut on which prohibits slavery, in
conformity with the provisions of this act; and
said warrants shall run and be executed by said
ollieers anywhere in the State or Territory within
which they are issued.
Sec. 6. And be it further enacted. That any per
son who shall knowingly and willfully obstruct,
hinder, or prevent aii officer, or other person
charged with the execution of any warrant or
process issued under the provisions of this act,
or any person or persons lawfully assisting him
or them, from arresting anv person for whose ap
prehension such warrant or process may have
been issued, or shall rescue or attempt to rescue
such person from t le custody of the officer, oth
er persons or persons, or those lawfully assisting
as aforesaid, when so arrested pursuant to the
authority herein given and declared, or shall aid,
abet, or assist any person so arrested as aforesaid,
directly or indirectly, to escape from the custody
of the officer or other person legally authorized
as aforesaid, or shall harbor or conceal any person
for whose arrest a warrant or process shall have
been issncd as aforesaid, so as to prevent his dis
covery and arrest after notice or knowledge of the
fact that a warrant has been issued for the appre
hension of 6uch person, shall, for either of said
offences, be subject to a fine not exceeding one
thonssnd dollars, and imprisonment not exceed
ing 6ix months, by indictment and conviction be
fore the district court of the United States for the
district in which said offence may have been
committed, or before the proper court of crim
inal jurisdiction, if committed within any one of
the organized Territories of tlie United States.
Sec. 7. And be it further enacted. That the dis
trict attorneys, the marshals, their deputies, and
the clerks of the said district and Territorial
courts shall be paid for their services the like
fees as may be allowed to them for similrr servi
ces in other cases; and in all cases where the pro
ceedings gre before a commissioner, he shall be
entitled to a fee often dollars in full for his servi
ces in each case, inclusive of all bervices incident
to snch arrest and examination. The person or
persons authorized to execute the process to be
issued by such commissioners for the arrest of
offenders against the provisions of this act 6hall
be entitled to a fee of five dollars for each person
he or they may arrest and take before any such
commissioner as aforesaid, with such ethT fees
as may be deemed reasonable by such commis
sioner for such other additional services as may
be necessarily performed by him orthem, such as
attending at the examination, keeping the prison
er in custody, and providing him with food and
lodging during his detention, and until the final
determination of such commissioner, and In get -eral
for performing such other duties as may be
required in thu premises ; such fees to be made
. up in conformity with the fees usually charged
by the officers of the courts of Justice within the
proper district or county, as near as may be prac
ticable, and paid out of the treasury of the United
States on the certificate of the judge of the' dis
trict within which the arrest is made, and to be'
recoverable from the defendant as part of the
judgment in case'of eon viction.
Sec. 8 And be it further, enacted. That when
ever the President of the United States shall have
reason to believe that offences have been or are
likely to be committed against the provisions of
this act -within any Judicial distrlctlt shall be
lawful for him, in his discretion, to direct the
Juuge, marshal and district attorney of such dis

be lawful for the President of the United States,
or such person as he may empower for that pur-

THE KIDNEYS.
THE KIDNEYS ARE TWO IN NUMBER,
situated at the uoper party of the loin, sur
rounded by fat and consisting of three parte, viz:
The Anterior, the Interiors aud the Exterior -y-
The anterior absorbs. Interior consists of tis
sues or veins, 'which serve as a deposit for the
urine and convey it to the exterior.' The exterior
is a conductor also, terminating in a single tube
ana called tne ureter. Ihe ureters arc connected
with the bladder. -
The bladder is composed of various coverings
or tissues, divided into parts, viz: the Upper, the
Lower, the Nervous, and the Mucous. The upper
expels, tne lower retains. Many nave a aesire to
urinate without the ability, others urinate without
I lie anility to retain. This lrequenuy occurs in
children.
To cure these affections we must bring: into
action the muscles, which are engaged in their
various lunetions. if they are neglected, Gravel
or uropsy may ensue.
The reader must also be made aware, that how.
ever slight may be the attack, it is sure to affect
his bodily health and mental powers ; as our flesh

GOUT, OR RHEUMATISM.
Pain occurring in the loins is indicative of the
above diseases. They occur in persons disposed
to acia stomacn ana enalKy concretions.
THE GRAVEL.
The gravel ensues from neglect or improper
treatment of the kidneys. These organs being
weak, tne water Is not expelled from the bladder.

DROPSY
Is a collection of water in some parts of the body.
