Pope. has ordered that Captain .Morris Shaff, commanding United States Arsenal, at Mount Vernon, Alabama, be tried upon the charge of the murder of Freder ick B. Sltepard, a citizen of that State. It will be, recollected that the homicide grew out of an acrimonious correspondence lc tween Shaff and Shcpard, which ended in the latter s challenging the former to fight a duel. ,'. Shaff barf Shepard arrested and brought within the Arsenal, and it is alleged, instantly shot him, the ball taking effect in the neck. Sbepard lingered some days, and then died. ' Meantime Shaff was tried by Court-Martial for conduct. unbecoming an officer, and found guilty. These proceed ings will be annulled, and the trial for mur kier go on. The Markets. New Tore, Oct 22. The splendid and patriotic record made by this reat political organization, in standing by the general govi'rnme.r.t with an Inflexible resolu tion, in carrying forward profound measures of statemanship to a sueccsslul issue, and the pow erful aid sriven by it in finally overthrowing and prostrating the most gigantic rebellion ot ancient or modem times, should command the respect ana challenge the admiration ot every canuia man. 2. liesoloed, That the American Congress emi nently entitled to the profound thanks of the whole country lor its persevering, persistent and heroic devotion to the great principles of human rights as enunciated in the Declaration of Inde pendence ; that in t he name ot the patriotic people of this State we feel warranted in cordially as senting to aud accepting the reconstruction pimi recently and finally adopted by that body, and to the end that peace and order may be perma nently secured and every industrial pursuit re sumed and encouraged, we pledge ourselves to use every fair and legitimate means to influence public sentiment to the Dearest possibleapproach to unanimity on this subject. 3. Besulved. That we rejoice that the dorma long propagated, of the right of peaceable seces sion under the Constitution, has been forever overthrown by the majestic uprising ot the American people, in crushing out the late rebel lion by force of arms; and that the doctrine that tbe supremacy of tbe general government has been established, and that the paramount allegi ance ot the citizen has beeu acknowledge as due to the United States. 4. Jiesoled, That we sincerely exult in the fact that as a nut ion we are now absolutely a Nation of Fkeemes, and that the sun in all his course over our wide spread country no longer shines upon the brow of a slave. Without reservation we heartily endorse the great measures of Civil Rights and Impartial Enfranchisement without any property qualification, conferred without distinction of color, and that we are ready to uuitc iu the early practical attainment of these inestimable privileges. Although the mortal re mains of Abraham Lincoln now rest silently beneath the soil of his adopted State, yet his voice still rings like a clarion through the land, earnestly summoning every American citizen to the support of the great Party ot Liberty and Emancipation. 5. Resolved, That as the most potent and effi cient means by which the South can 6peedily re am ner lost prosperity, we earnestly advocatea the spreading of knowledge and education among an men, ana that to me attainment ot this great end, we demand and shall persistently and flrmlv insist upon the absolute right ol free discussion and free speech on all subjects of public interest. 6. Resolved, That we join in an earnest wish for tbe maintenance untarnished and undimmed of the public credit and pl'ghted faith of the nation. 7. AKTICI.B I. 1. ' An' Executive Committee to' consist . of twenty-one members, three from each Congres sional' district, shall be appointed by the Presi dent of the Convention. Said Committee shall have the general supervision ot the attains of the Republican party of this State;' it shall also have t'.ie authority to fix the time for the annual meet ing of the "Stat' Convention, and to call said State Convention together at such other times as the good of the party may require. 2. The three members of said Committee, resi dent in each; Congressional district, shall consti tute an Executive Comiatttee for their icspective . districts, aud shall have supervision of thu affairs of the party in their distriets,aud the power to call district Conventions, whenever in their opin ion the good of the party shall require. ,' 3. The State Executive Committee shall ap point County Executive Committees of five or more members in each County of the State, where such County Executive Committees, sub ordinate to th State Committee, do not now ex ist. The County Committees shall serve lor one year, or unt 1 they shall be superseded by new ones, selected by County Conventions. The Coun ty Committees shall have the supervision of the affairs ol the Republican party in their respective Counties, and shall appoint precinct Committees, and call County Conventions, whenever in their opinion the good of the party shall require. ARTICLE II. 1. No member of the Republican party shall become a candidate for any office, until he shall have been resrulurly nominated by the proper au thority, and ail Republicans are required to sup port nominations when so made. Any Republi can desiring an office may become a candidate for the nomination, but not for the office itself until he shall be regularly nominated. 2. Candidates for otiicc shall be placed in nomi nation as follows : For City. Town, or Precinct officers by City, Town or Precinct Conventions. " For Delegates to a Constitutional Convention, Members o lower House of Legislature, and County Officers by County Conventions. For Members to State Senate by Conventions of their respective Senatorial districts. For Members to Congress by Conventions of the Congressiou.il Districts; and for Governor, and other State officers by u State Convention. 3. Each Comity shall be entitled to the same number of votes in State and District Conven tions, as it is entitled to Members in the lioose of Commons of the Legislature, and all Conven tions of the Republican party shall be open and public. By the terms of the Act of Congress entitled " An Act to provide lor the more efficient govern ment of the rubel States," passed March 2d,187, and of the Acts ot" March 23d, and July 19th, 1867, supplementary thereto, it is made the duty of the Commanding General of this Military Dis trict to cause a registration to be made of the male inhabitants of the State of North Carolina, of the age of twviity-onc years and upward and qualified by the terms of "said Acts to Vote, and after such registration is complete, to order on election to be lield at which the registered voters of said State shall vote lor or against a Conven tion, for the purpose ofestabliehinga Constitution and civil government for the said State, loyal to the Untou, and for de egates to said Convention, and to give at least thirty days' notice of the time and place at which said election shall be held ; aud the said registration having beeu completed in the Statu of North-Carolina, It is ordered : First. That an election be held in the State of North-Carolina, commencing on Tuesday, the 19th day ol November, 1S7, and ending on Wed-' nesday, the 20th day of November, 18'i7, at which all registered voters of said State may vote " For a Convention," or " Against a Convention," and for delegates to coustituto the Convention in case a majority of the votes, triven on that ques tion, shall be tor a Convention, and in case a ma-' jority of the registered voters shall have voted on .the question of holding such Convention.' Second. It shall be the duty of the Boards of Registration in North-Carolina, cotntneneiug fourteen days prior (o the election herein ordered, and ifiving "reasonable public notice of the time and place thereof, to revise for a period of live days the registration lists, and upon bein satisfi ed that any person uot entitled thereto has been registered, to strike tbe name of such person from the list ; and such person shall not be eutitled to vote. The Boards of Registration shall also, du ring the same period, add to such registers the nauics of all persons who at that time possess tbe qualifications required by said Acts, who have not already been registered. Third. In deciding who are to be Btricken from or added to the registration lists, the Boards will be guided by the law of March 3d, 1807, and the laws supplementary thereto, and their attentiou is specially directed to the Supplementary Act of July 19th, 1807. Fburti. The said election will be held in each County or District at such places as may hereaf ter be designated, under the superintendence of the Boards ot Registration as provided by law, and in accordance with instructions hereafter to be given to said Boards in conformity with the Acts of Congress and as far as may be with the laws of North-Carolina. Fifth. All judges and clerks employed in con ducting said election, shall, before commencing to hold the same, be sworn to the faithful perfor mance of their duties, and shall also take and subscribe the oath of office prescribed by law for officers ot the United States? Sixth. The polls shall be. opened at such voting places at eight o'clock in the forenoon, and closed at four o'clock in the afternoon of each day, and shall be kept open during these hours without in termission or adjournment. Seventh. No member of the Board ot Registra tion, M ho is a candidate for election as a delegate to tbe convention, shall serve as a judge of the election in any County or District which he seeks to represent. Eighth. The sheriff and other peace officers of each County are required to be present during tbe whole time that the polls are kept open, and . until the election is completed ; and will be made responsible that there shall be no Interference with judges of elections, or other interruption of good order. If there should be more than one polling place iu any County, the sheriff of the County is empowered and directed to make such assignments of bis deputies, and other peace offi cers, to the other polling places, as may, in his judgment, best subserve the purposes ot quiet and order ; and he is further required to report these arrangements in advance to the Commander of the Military Post in which his County is sit . uated. mnih. All bar rooms, saloons, and other places for the sale of liquors by retail, will be closed from 6 o'clock of the evening of the 18th of November, until 6 o'clock of the morning of tbe 21st of No vember, 1867, and during this time the sale of all intoxicating liquors at or near any polling place is prohibited. The police officers of cities and towns, and the sheriffs and other peace officers of Counties, will be held responsible for tbe strict enforcement of this prohibition, and will prompt ly arrest and hold for trial, all persons who may transgress it. r Eleventh.
