A vital de fect has been distorted la the exist ing law granting rights of way ta rail roads la the Indian Territory. Ther Is ao provlsloa. It appears, by which a railroad company may issue mort gages oa their road aad the Issue or bonds Is not clearly defined. Neither does the law make provision for serr lag notice of condemnation aad other proceedings upon the Indians. The present law was passed two years ago. aad under U a number of railroads hare been constructed in dif ferent parts of the Territory. The de fects of the law were discovered when the companies began to seek a mar ket for the bonds, to raise funds for the building Improvements and equip ment of the roads. To remedy these effects ss well as to provide a gener al railroad law for the territory thf department of the Interior has pre pared a general bill, which has been Introduced in the house by Mr. Curtlf of Kansas.
